The adoption of amnesty by the Milli Majlis, the banking crisis and mortgage problems, the peaceful and the military way of solution of the Armenian-Azerbaijani conflict are the main topics of today's press.
The official newspaper Azerbaijan highly appreciates the initiative of MP Mehriban Aliyeva, regarding the amnesty decision. The article says the four amnesties between 2007 and 2016 were taken on 39,481 prisoners. As you know, the latest amnesty is timed to the Republic Day on 28 May. About 3,500 prisoners will be pardoned.
Azadlig: Experts study the situation with banks and the mortgage on the background of the visits of the IMF and World Bank missions. The management of the European Bank for Reconstruction and Development is also expected to visit Baku.
The expert Samir Aliyev considers it necessary to improve banks’ assets. However, banks cannot return the loans granted, and therefore are unable to meet their obligations.
As for mortgage loans, according to the expert Oktay Hagverdiyev, they are connected with the reconstruction of the Mortgage Fund. Upon completion of this process, mortgage loans will resume. However, the conditions of these loans are still unknown.
Yeni Musavat discusses the possibility of peaceful and a military settlement of the Karabakh conflict. The political scientist Hikmet Hajizadeh considers the view of international mediators that say the conflict has no military solution substantiated enough, because this position does not reflect the reality and interests. The interests of the West in Azerbaijan are the western investments in various oil and gas projects. In this case, the expert said, it is necessary to put pressure on Armenia to return the occupied territories.
The public activist Bakhtiyar Hajiyev is also doubtful about the possibility of settlement of the conflict within the next 2-3 years peacefully. At the same time the April war showed that for the both sides the fighting will cost too much in terms of human losses. However, international mediators should understand that the occupation cannot last forever, though for some intermediaries settlement is not beneficial.
