On the eve of the beginning of each academic year, official structures report victoriously about the construction of new secondary schools and the repair of old ones. However, it's not a secret for anyone that, now in the year 2018 the conditions in a number of schools in the regions and villages of the country remains depressing. According to statistics, the number of comprehensive schools in Azerbaijan is 4,472, where more than 1.5 million children and adolescents study. At the moment, construction of 34 new schools is ongoing, 137 educational institutions of a modular type have been put into operation. The schools of modular type are built in small villages and are designed for 40-100 pupils. An average of 300-350 thousand manat is spent on the assembly of each similar educational establishment. However, until now in this oil-rich country there are still school-cars. School car does not mean any new modern direction in the field of education; it is a simple old car, converted to a school because of its absence.
At the opening the school in the Savalan residential area, President Ilham Aliyev also noted that in some villages schools were in an emergency condition, their demolition and the construction of new ones in their place will complete next year.
With emergency schools everything seems to be clear, but what about school-cars, such as, for example, the secondary school for IDPs N122 located in the Bard? Looking at this "school", the staircase made of building blocks, with a sign of the school number and the bell screwed to the outside, make us remember the years of the World War II.
According to Kamran Asadov, an expert in the field of education, about 3,000 of the 4,472 general schools were repaired and rebuilt at the expense of budgetary funds: "However, in spite of this, schools that are still schools in an emergency condition and wagon-type schools. Similar schools are being replaced by institutions of a modular type, but this work is not yet completed. One of the main reasons for the appearance of wagon type schools in the country is the flow of internally displaced persons in the early 1990s. Residents of Kalbajar and Agdam located in the territory of Ganja, Barda, Mingachevir in wagons. As part of the state program, most of them were later resettled in the houses built for them, but some of the internally displaced persons have not yet been provided with apartments. Wagon type schools function just for them. In fact, the talk should be not about school carriages, but also about the schools in the emergency states in the mountain villages of Guba, Dashkesan, Lerik, Yardimli, in which a normal educational process is impossible. According to the state program, until 2019, there should be no emergency schools in the country. However, unfortunately, despite the economic development observed in the country, there are still schools in emergency condition. It is impossible to properly educate children in them, and the results of final examinations show that, in the absence of normal conditions, the results shown by the students are low. We hope that by 2020 the problem will be solved," Asadov said. We would like to note that in various years with full financial support of Azerbaijan several schools in Georgia, Egypt, Romania, the Russian Federation, Pakistan and the Netherlands were reconstructed and overhauled. We hope that the school for internally displaced persons in Barda will wait for its turn.
