Electronic Services of Executive Bodies to Be Valued by ASAN Khidmet Index
Changes have been made to the decree of 11 September 2014 "On measures for the establishment of an electronic registry of services carried out by public authorities."
According to the document signed by the President of Azerbaijan, all the answers from the executive authorities to the applications (complaints and suggestions) are to be entered in an electronic register.
The Index ASAN Khidmet includes the following: information on services (required documents, payment rates for services, timeliness of responses to inquiries), possibility of applications (by mail, e-mail and directly), electronic information resources format, integration into information systems of state bodies, complaint mechanisms and monitoring performance, training for personnel, and mechanisms of assessing the satisfaction degree of the authors of the requests.
It is also required to provide accommodation of the service index for each service entered in the ASAN electronic register, with the definition of the order on the said index evaluation.
In addition, the decree has added Article 3-1 as follows: “The structure, referred to in the third part of this decree, is mandated to organize the information on public services through a single source, and regular updating of information on public services, ensure the establishment of the public services section on its official Internet resources, place information on the relevant state services in an electronic registry and provide the implementation of e-services through this section.”
The decree provides for the introduction of the electronic register before October 1, 2016. --17D-

Azerbaijani internet service providers Aztelekom and Baktelekom will introduce substantial changes to their pricing structure starting August 15, the companies announced today. Under the new tariffs, the minimum internet speed will rise to 100 Mbit/s, with the cost per Mbit/s decreasing from 0.45 AZN to 0.25 AZN. As a result, monthly charges will be set at 25 AZN for 100 Mbit/s, 30 AZN for 150 Mbit/s, and 36 AZN for 250 Mbit/s.
