Ministry of Emergency Situations received new funding for the purchase of wheat

The Ministry of Emergency Situations will receive from the state budget 5.6 million manat for the formation of state reserves. However, in practice this department provides much more public funds for these purposes, which costs are not the most transparent way.

Over the past five years, Ministry of Emergency Situations received directly from the state budget 5.6 million manat per year. However, this is not the only source of formation of resources to create a state grain reserves. For example, in 2010 the Minister of Finance reported that for the purchase of 250 thousand tons of wheat from the Reserve Fund of the Cabinet of Ministers the Ministry of Emergency Situations was allocated an additional 50 million manat.

As a rule, the government does not disclose information on the financing of the State Grain Fund (SGF) at MOE. Only in 2012 the Cabinet of Ministers opened an order dated for September 6, according to which the ministry received from the Reserve Fund of KM 24 million 908.4 thousand manat.

SGF referring to the law "On State Secrets" does not disclose not only the actual amount of state grain reserves, which in 2014 should amount to 750 thousand tons, but any financial aspects of the question - the total amount of funding to the procurement cost of sales residues in the local market.

The Minister for Emergency Situations owns two large flour mills in Baku and Khirdalan that are directly involved in the procurement of wheat for the needs SGF. Through them marketed leftovers from last year's season. The holding of the sons of Kamaladdin Heydarov 2013 is also connected with the bread business.

Note that government stocks of wheat are formed exclusively by imports, although the Ministry of Emergency Situations formally announces also local procurement of grain. The September 2012 disposal of Prime Minister Artur Rasizade instructed the Emergency Ministry to implement immediately purchase from abroad. -08A--
