Public Procurement on Competitive Basis Decreased by 36%
The Public Procurement Agency (PPA) has published a report for 2014 on 9,549 public procurement deals that have been implemented on a competitive basis. A comparison of statistics on public procurement for 2013 shows that for many of them the position deteriorated.
The total number of tenders was reduced by 23.1%. The total size of treaties signed in 2014 as a result of competitive bidding was 1.3 billion manat, which is 36% or 737 million manat less than in 2013.
It is noteworthy that PPA publishes in its own information resource (tender.gov.az) not all the information about open and closed tenders, quotations and proposals polls. In addition, the agency's report stresses that not all government agencies provide information on the purchase by the state budget, foreign loans and equity of state enterprises and organizations.
In 2014, the savings as a result of competitive procurement was 59.4 million manat. This is 61 million manat less than in 2013.
During the year, the agency received from the participants of tenders 55 complaints, which is 7 times more than in the previous year. How to complete the investigation of these complaints is not reported. The report of PPA gives no information on whether there were annulled the results of various tenders.

Azerbaijani internet service providers Aztelekom and Baktelekom will introduce substantial changes to their pricing structure starting August 15, the companies announced today. Under the new tariffs, the minimum internet speed will rise to 100 Mbit/s, with the cost per Mbit/s decreasing from 0.45 AZN to 0.25 AZN. As a result, monthly charges will be set at 25 AZN for 100 Mbit/s, 30 AZN for 150 Mbit/s, and 36 AZN for 250 Mbit/s.
