Harlem Désir: Karabakh conflict should be solved on the basis of "Madrid principles"

France, together with other co-chairs of the OSCE Minsk Group - the United States and Russia  support  the settlement of the Karabakh conflict ", in accordance with international law, on the basis of "Madrid principles" and respect for territorial integrity," stated at a press conference in Baku, State Secretary for European Affairs Ministry of Foreign Affairs of France Harlem Désir.   Noting that his visit to Baku comes amid a deteriorating situation in Karabakh  Desir said that he had brought message of peace, which he had already passed on Yerevan.

"Speaking about the message of peace, we mean that there is a threat of a new war, as the tension is high. A new war will bring suffering to the civilian population," said Desir.

France, together with Russia and the United States seek to find a lasting solution to the conflict. "We want the use of "Madrid principles." Important in the non-use of force, the settlement of the conflict by peaceful means," said Desir, adding that the peace agreement requires compromise from both sides.

Recalling the  organization of the summit of the leaders of Azerbaijan and Armenia in October 2014, Desir said that after these negotiations, with the participation of the ICRC's meetings there were meetings with the aim of clarifying the fate of missing persons, measures of mutual trust.

Being asked to comment on the statement of President  of Armenia Serzh Sargsyan  on the impossibility of continuing the negotiations, Desir evasively remarked that the dialogue must begin now.

Being told that Armenia does not fulfill four UN Security Council resolutions on the liberation of the occupied territories, Desir said that France, along with the US and Russia supports the settlement of the conflict "in accordance with international law, on the basis of "Madrid principles" ,and respect for the territorial integrity" .- 06C-
