Eldar Namazov: Return to Kazan agreements is impossible
Prospects for a peaceful settlement of the Karabakh conflict have not been exhausted and they are not associated with the failure of the mission of Lavrov in Yerevan. Oddly enough, the prospects for a peaceful settlement related to the fact that the Azerbaijani Armed Forces are able to clear the areas around Karabakh, and the political leadership is willing to give such an order. Such an opinion expressed the renowned political scientist and former head of the secretariat of the President of Azerbaijan, Eldar Namazov, in an interview with Turan and radio "Voice of America" expressed. The Armenian side should understand that if it does not want to liberate the occupied territories in a peaceful way, it will be done in military way. Now the mediators and politicians talk a lot about the Madrid principles, the Kazan agreement, and others. However, today it is hardly possible to come back and take them as a basis. The stumbling block in these documents is the point of the referendum.
Initially Azerbaijan was against it, therefore, it is impossible to think that now, after the successful operations in the beginning of April, Baku will make a sudden step back, said Namazov. "I am confident that the proposals, which Lavrov discussed in Yerevan were different from the Kazan agreement, and significantly different," said Namazov.
The aggravation of the military phase of the conflict may be the key to its resolution. There were some examples in the history, and the current aggravation may become an impetus to finding a settlement option, Namazov said, answering the question on possible consequences of continued fighting.
"There may be a new situation, a new balance of power. Until now, it seemed that no one dare to war, but it turned out that it is not so. Armenians claimed their army is invincible, which is not confirmed. By refusing to liberate the occupied territories in a peaceful way, Armenians have forced us to use force. The result is a completely new political situation," said Namazov.
After a 4-day war, and the situation in Armenia changed. Rather, there are elements of confusion and instability, which will only increase. The main reason for this is the power of the Azerbaijani Armed Forces, the demonstration of which was a complete surprise for the Armenians.
Today, many in Armenia, remember the words of ex-president Levon Ter-Petrosyan said in 1998 that Azerbaijan lost the battle, but not the war, and that today the Armenians refuse from what then will be asked, but they will not get it.
Then the talk was about a phased settlement plan, and now the plan is possible. In order to persuade the Armenian leadership in this, the Azerbaijani army and diplomats should make an effort, Namazov said. -03/02В-
