Mehdiyev Portends Expulsion of Objectionable Foreign NGOs from Azerbaijan

The head of the Presidential Administration Ramiz Mehdiyev made accusations against foreign NGOs in non-core activities and interference in the internal affairs of Azerbaijan.

"At present, the Ministry of Justice has registered more than 100 international NGOs. But there are not registered ones, and actually NGOs whose work raises a number of issues," said Mehdiyev, the state news agency reported.

Mehdiyev also doubts about the accounts of registered NGOs. Because of the dismal state of their financial reports it is not known where most of the grants and donations from foreign donors go, lamented Mehdiyev.

"Where there are threats to national security, the government takes measures in this regard and NGOs funded by international grants, and their local advocates and supporters immediately raise a fuss and argue that freedom of association and freedom of speech are violated. Sometimes these fake NGOs do not refrain from the use of diplomatic protection. The analyses show that even after the registration of grants the allocation of funds in a large volume continues and this information is not provided. Operations with no means of awareness indicate forms of corruption," said Mehdiyev.

He identified other secret mechanisms. The local offices of international NGOs are not registered, but the head office continues to provide grants to local NGOs.

Also, despite not recording of the local units, the international NGOs appoint a representative and give him power of attorney and he begins to work in the country. And it is an illegal activity, said Mehdiyev.

Some international NGOs deal with issues that are not relevant to their mandate. Their grants are used for destructive purposes.

Thus, NGOs specializing in the support of education or displaced people finance opposition NGOs.

Some humanitarian NGOs are engaged in commercial activities.

Next Mehdiyev indicates synchronous communication between the removal of the representatives of some international NGOs from the accounts of cash and the events occurring in the country.

The regular monthly withdrawals from accounts causes Mehdiyev's suspicion of their providing salaries to the opposition.

Through the social networking youths are radicalized and organized by money stimulating them to participate in illegal activities.

Some international NGOs for such activities were expelled from other countries, and are now continuing their biased activities in Azerbaijan.

Although the NGOs have repeatedly been called for registration and pledged to abide by the principles of neutrality, impartiality and balance.

Next Mehdiyev moves from the general ideas to a specific object and calls the source of unrest - the National Democratic Institute, USA. As noted Mehdiyev, recently the local press reported on activities aimed at disrupting the social and political stability in Azerbaijan by the head of the National Democratic Institute Alex Grigorievs.

"If these facts are true, we will be forced to suspend cooperation with this structure. Moreover, the representative of NDI March 10 confessed to have involvement in the illegal action on 10 March at Fountain Square. Apparently, the details of the representation of NDI and its staff should be seriously examined," said Mehdiyev.

But, judging by Mehdiyev, NDI is not the only organization that is threatened with expulsion from Azerbaijan. So far though, he does not consider it appropriate to call the organization that violates the laws of Azerbaijan. If they do not make the right conclusions, the Ministry of Justice will make them warnings, and in respect of them there will also be taken serious measures, threatened Mehdiyev.

"In general, these events raise serious concerns in the Azerbaijan society, regarded as interference in internal affairs. Relevant government agencies should think seriously about it," set the task Mehdiyev. -06D -
