Yerevan recognizes the right of Azerbaijan over the airport in chorally?

Co-Chairmen of OSCE Minsk Group in its recent statement called on both sides of the Karabachos conflict  to reach agreement on the airport in Khojali in accordance with international conventions and agreements.

"Azerbaijan's Foreign Ministry has always stated the inadmissibility of flights over the occupied lands of Azerbaijan, as this illegal step by the Armenian side can cause different provocations and incidents," said the spokesman for the Foreign Ministry, Elman Abdullayev.

The Director of Civil Aviation Administration, Arif Mammadov, said that Azerbaijan has officially informed the International Civil Aviation Organization seven times of the illegal construction of the airport in Nagorno-Karabakh, on the basis of what ICAO made as the appropriate warning to Armenia. Mammadov said that Azerbaijan's position on this issue remains unchanged. "Without Azerbaijan’s permission, civil aviation is not allowed to fly over its territory," he said.

Commenting on the possible actions of Azerbaijan in case Armenia   still flies over the occupied lands of Azerbaijan, Mammadov said that no one will guarantee security for these flights. "No one can give such guarantees," - he said.

On Friday, co-chairs of the OSCE Minsk Group called on the parties to refrain from the threat of using force to stop flights over Karabachos.

The representative of the “Civil Aviation Department of Karabachos" Dmitry Adbashyan, admitted today that flying civilian aircraft from the local airport have been delayed for several weeks.

The first flight was supposed to be realized in mid-July, but it has been delayed for technical reasons, namely because of the signing of a contract for maintenance the aircraft. "Not everything depends on us, the contract is signed by the two parties, and the second side must sign it,  therefore I cannot  say  a specific date  of putting  the airport into operation," said Adbashyan.

Apparently, he meant  the Azerbaijani side. However, it is not  clear  in which format the agreement  can be signed.

The only airport in Karabakh  is in Khojaly, which was captured by Armenians in February, 1992. A year ago, the Armenians restored it, and announced putting it into exploitation. -02D-
