The case of Nuray in the spotlight (UPDATED)

Today the State Committee for Family, Mother and Child of the Republic of Azerbaijan  examined  the circumstances of the case of  Nuray Bayramzade , and concluded not appropriate the procedures arising from judicial decisions, as violating the rights of the child, given  her  by the legislation of Azerbaijan and international instruments in the field of child protection.

In a message issued on the occasion stated that "under the law of the Azerbaijan Republic and international conventions all natural and legal persons in their activities should put above all the interests of the children, and to create conditions for the realization of their rights. Implementation of the decisions, must not damage the life, development and health of children. "

The State Committee informed that in connection with the case,  they contacted the Ministry of Justice. The Ministry reported  said that it  is carrying out an internal investigation is in connection with the incident, and  the  measures will be taken in accordance with the  law.

The Ministry of Justice issued an official explanation in relation to the execution of a judicial decision on the transfer of 10-year-old Nuray Bayramzade, who lives with her aunt Mehriban Eldarova, maternal grandmother,  to her biological  father Avaz  Bayramov.

Earlier in the social networks and the media was circulated video of rough execution of the decision of the court  by the bailiffs on January 6. A special resonance  came after the statement of the deputy of Guba region Vahid Ahmedov. The report states that after  the death of the girl’s mother in 2010 Nuray lived with her aunt and grandmother, who prevented her future life with her father Avaz Bayramov.

In 2012, Bayramov appealed to the court, which established  his rights to child. This judgment was confirmed by the higher courts.

The Ministry of Justice points out that on the same day Jan. 6 the child was taken away from  father in the courthouse.  The police is conducting investigation of the case.

Today representatives of the State Committee on the issues of mother and child, as well as a group of deputies arrived in the region of Guba to investigate the case. .

On December 30 last year, Nuray appealed for help to the President of the Republic. She noted that the biological father divorced her mother Rubaba Hudaverdiyeva, two months after she was born, when he learned that his wife was ill with cancer. He married  second time. After the birth of Nuray lived with her mother until her death in 2010, and then in the home of her aunt, who looked after her sick mother and  brought up  Nuray as her own daughter. Nuray has asked the president to protect her from the biological father and bailiffs.
