The participants of NGO event accuse corruption
During the discussion of the draft concept "On protection of rights of persons exposing corruption" on Wednesday at the International Press Center, one of the participants Zemfira Shafiyeva spoke about her case. For 31 years she taught at the Military Lyceum named after Nakhchivansky and her husband Rafiq Shafiyev – for more than 35 years.
According to her, until 2005, while there was cooperation with NATO, there was no bribery and corruption in the Lyceum. In 2005, the period of cooperation with NATO ended, and Turkish teachers left high school. Since 2006 corruption has been flourish in the Lyceum, she said. Thus, the leadership of the Lyceum coveted scholarship of cadets amounting 50 manat. Those who refuse to pay bribes are labeled as "mentally ill." Bribes are demanded even from children of martyrs. Their mobile phones were collected, and then were returned for the money.
Rafiq and Zemfira Shafiyevs were outraged by such actions, in response the leadership reduced their hours from 24 to 21, and then from 15 and up to 12 hours.
Last year, the leadership of the Lyceum dismissed both teachers under the Article 72 (property damage to the owner.) In addition, the leadership of the Lyceum filed against them the claim in court.
The Head of Fund of Struggle against Corruption Vasif Movsumov told also about dismissal of Shahin Mammadov in the Goygol region, and make public the facts of corruption in the House of Culture. The decision on the dismissal was motivated by "the violation of stability and treason," and the Ministry of Culture has submitted to the court on Mammadov.
Applications by Shafiyev and Movsumov were announced in the presence of representatives of the Office for Combating Corruption under the Prosecutor General and the Ministry of Justice.
The head of the organization "Transparency Azerbaijan" Rena Safaralieva reported that on these facts complaints will be handed over to law enforcement officials in the audience.

Meetings of the Amnesty Issues Commission under the President of Azerbaijan are set to resume, with expectations that a new presidential amnesty decree will be issued. The last such decree was signed on May 25 of the previous year, ahead of Independence Day (May 28). That decree covered 154 individuals, of whom 63 were released from imprisonment, while the sentences of 52 others were reduced by half. The remaining individuals were mostly freed from electronic monitoring or had their sentences commuted in other ways.
