I have been busy with entrepreneurship in Azerbaijan for many years. Today we are in a paradoxical and absurd situation.

While in this situation, I want to invent a decency virus today. I want the virus I invented to spread to the person I'm talking to on the phone and infect him. And as a result, I want that person to have the ability to be objective and impartial, to think logically, to be fair, to be ashamed of lying. I understand that as the number of infected people increases, they will not answer my calls, so I have to make sure that the virus also spreads via e-mail, even when sending a letter (with any carrier), when a person reads the letter. Many may object to me saying that it is not a virus, but a good thing. I answer those who think like this: Ladies and gentlemen, you are wrong, this is a virus, and if I can invent it, I will prevent the activities of a very large number of people. Both in the civil service and in the commercial sector.

I cannot activate e-permissions for myself and my employees through the icaze.e-gov.az portal. When I asked the reason from the 9108 Call Center, they said that “information about persons who are allowed to work is integrated into the system by the Tax Service, your TIN is not in the list of permitted.”

I contacted the Operational Headquarters of the Cabinet of Ministers, gave detailed information about my activities, and in response, they said that our activities were allowed.
I informed the Call Center of the Tax Service about the information I received from the Cabinet of Ministers. The employee of the Call Center did not agree with this. In his opinion, we cannot continue our work. And he recommended that if I did not agree with this, I should apply in writing. I applied. In my appeal, I even noted that “I have cargo on the road and we expect it to enter Azerbaijan in the coming days.” I stated that “We must ensure the customs clearance of this cargo, cargo inspection at the terminal, and unloading cargo into our warehouse. We must unload the truck within 48 hours; otherwise, we will have to pay a fine of $ 100 (one hundred) for each day of delay. Moreover, we will have to pay the fee for keeping the truck in the customs terminal.”

On December 15, 2020, the Tax Service replied that our activities were not allowed. The reason is the inconsistency of accounting data.

We are faced with a paradoxical situation. The Cabinet of Ministers, which made the decision, believes that we can continue our activities; however, the Tax Service of the Ministry of Economy says no. It is similar to a part of U. Hajibeyov's famous work - “Arshin Mal Alan”. One says "sing", the other says "shut up".

There is a different meaning or biased application of Decision No. 488. I say this with confidence because today these permits have been given to other people whose activities are the same as ours. The absurdity is that my representative (distributor), who is a separate taxpayer, in a certain area and his employees are allowed, but we are not. That is, the job of this representative is to carry out our activities in a certain area. To whom I spoke about it, they all laughed at it. But I don't find it funny.

I told these facts to the Call Center of the Ministry of Economy and its Tax Service and asked how to explain it. They said that the code of activities of these people may be different. In general, when talking to the staff of these call centers, I feel that I am talking to a biorobot, not a human. I could not have them understood that the code is only a set of numbers, and by changing this set of numbers, our activity does not change. Our work and products do not change. I could not have them understood that the Cabinet of Ministers determines the area of activity by its decision, you, i.e. the Ministry of Economy, are the one who divides and links those activities into codes. But biorobots believe that the type of activity is not important, what matters is the code. And when speaking with this logic, it turns out that even if the action contradicts the relevant decision, make sure that the code you choose is appropriate. That's enough - your activity will be allowed. And when I asked “How will I handle the customs clearance of this cargo,” they avoided answering, one even hung up
For example: If I go and change my ID tomorrow, the ID number will change, I may even change my name, but that does not mean that I have changed - I am the same person. Similarly, I can get a new phone number tomorrow, and the numbers will change, but the phone itself does not change and performs the same function, the subscriber does not change.

If I speak with the logic of biorobots, I can say that:

1.    I violated the quarantine regime on December 15, 2020: I went and paid advance to my employees' salary cards.

2.    I violated the quarantine regime on December 16, 2020: I went and drew up a short import declaration of our imported cargo and sent it to the relevant authorities. And I wanted to take this opportunity to express my special gratitude to Mr. Samad Garalov, Chief of the Main Department for Organization of Customs Control of the Customs Committee of the Republic of Azerbaijan, for giving me this opportunity at that time. He is a fair man.

3.    I violated the quarantine regime on December 17, 2020: I received the necessary hygienic certificate for one of the imported products and submitted a letter, which was addressed to the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, to the relevant department of the Presidential Administration.

Yes, I did all this.

And by speaking with the logic of biorobots, I ask:

- If I am not allowed to work, does it exempt me from fulfilling my obligations as an entrepreneur (submitting reports, paying taxes and duties, keeping records, paying the salary of my employees, obtaining certificates, etc.)?
Biorobots, I am addressing you and sharing how I understand Decision No. 488 of the Cabinet of Ministers.

If the decision allows the production of a product, it does not mean that the manufacturer must produce and store the product using only the raw materials he owns. When necessary, he will buy new raw materials and sell its products. This does not contradict the decision. Because production is not a separate field of activity. The production also includes the purchase of raw materials and the sale of finished products. And the Cabinet of Ministers did not consider it necessary to mention it separately in the decision. I think it was right. Why I write about it: When I received information about a product from the Ministry of Economy, I was told that its production is allowed, but its sale is not.
This is my personal and subjective opinion, if you understand it differently, go ahead, and present your arguments.

Why am I making this appeal through the press? I had to. I can't talk to any responsible person when contacting the Ministry of Economy, the Tax Service, the Call Center of the Agency for Public Service and Social Innovations. They do not give the contact numbers of the department heads at least. Answer: Not allowed. In most cases, the staff of the Call Centers says that I should apply to another department to solve the problem. To put it bluntly, they deceive people and do not hesitate to tell white lies.

Finally, ladies and gentlemen, I am waiting for your suggestions on the name of the new virus I want to invent. I will try to present a small gift to the winner. Please note that I am not working.
