Baku/29.01.21/Turan: The head of the National Council of Democratic Forces, Jamil Hasanli, on his Facebook page published an article on the fate of the well-known human rights defender Oktay Gyulalyev, who has been in a coma for a year and three months after a "suspicious" accident.

The coordinator of the Center against Torture and Repression and a member of the National Council of Democratic Forces, Gyulalyev, is undergoing treatment, which has not given serious results.

First, the hit on October 29, 2019, was not a surprise. Before the accident, Oktay was summoned to the Ministry of Internal Affairs, the Prosecutor General's Office, high-ranking officials of the Ministry of Defense met with him in connection with his exposure of the torture of security officials in the Ganja and Terter cases. He was threatened, intimidated and blackmailed by law enforcement agencies.

“Unfortunately, traces of these threats, intimidation and blackmail are clearly visible in attempts to hush up the accident and delay the investigation. The fact of failure to provide timely and urgent medical assistance, as well as an attempt to divert the guilty from responsibility, should be especially noted,” Hasanli writes.

So, after the car hit, Gyulalyev was conscious for about 3 hours, talking and calling. However, during this period, a person with a severe head injury did not receive emergency care at the State Clinical Medical Center No. 1. The same situation was in the City Hospital clinic.

The examination documents from the State Clinical Medical Center were transferred to City Hospital a day later. Instead of clarifying the reasons for this delay, the investigation closed the investigation into the doctors last December. At the same time, neither the family of the human rights defender nor his lawyer was informed. This means that the prosecutor's office has clearly acted as an interested party in this matter.

On the other hand, many in Azerbaijan know that the former Ambulance Hospital and the new medical facility established in its place are more subordinate to the Ministry of Internal Affairs and other law enforcement agencies than to the Ministry of Health.

“Why did the prosecutor’s office not investigate whether a high-ranking law enforcement officer called, whether he threatened Oktay before the accident, were there instructions not to provide the necessary assistance to these hospitals? Refusal to provide emergency medical care at that moment meant doom him to death,” Hasanli writes.

According to the author, the Ministry of Internal Affairs did its best to divert the driver Kenan Abdullayev, who hit Gyulalyev, from responsibility. Initially, the investigation qualified his actions as causing light bodily harm, despite the fact that the victim was in a coma. Ultimately, the driver received 2 years 3 months of imprisonment, but only by serving his sentence in a penitentiary settlement.

The investigation was delayed under the pretext of the need to interrogate Gyulalyev himself, while the prosecutor's office knew that he was in a coma.

Gyulalyev was a headache for the ruling regime. “He selflessly exposed the “Nardaran case” - a planned operation against believing citizens, fought against breaking human destinies in the Ganja and Terter cases. In his reports, he revealed the essence of the regime's torture laboratory. No threats, intimidation or blackmail could stop him. For a year and three months now, Ogtay Gyulalyev is no longer a headache for the government, now he is fighting for his life. He was "neutralized" in such an unclean way. By the way, recently, in a similar way, the government "got rid" of another member of the Coordination Center of the National Council, Gozal Bayramli," Hasanli sums up.  –06D-
