The village of Buzovna (in mid-70s of the 20th century it was called Zagulba) was built after the World War II near the village of Buzovna, which is hundreds of years old. In the middle of the township and village councils have combined into a single unit - the village of Buzovna. About 50.000 people live there. Since the beginning of the 70s salinization of underground water resources of the village was observed. The water to the houses was undrinkable water, and therefore, the locals began to buy water from water carriers for 5 cents per bucket. It was until the late '70s, when to the state dacha of Heydar Aliyev, the first secretary of the CC CP, was built a pipeline with Shollar water. For the villagers along the pipeline were built water taps, so that they can also benefit from this water. In the early 2000s, a new pipeline was built to the same cottage, but now to the residence of the President of Azerbaijan "Zagulba", and beyond. Again people were given the opportunity to use this water.
For more than 40 years tenants in the buildings carry home water in buckets from the tap. The only change is one thing; the technical water is supplied to the apartments once, instead of two times a day, and only for an hour. Let"s admit that it is a complete violation of the social rights of citizens and does not fit into any moral standards.
According to the state program of development of suburban settlements of Baku, before the end of 2013 all the houses were to be provided with drinking water and sanitation. The program failed, and the money was stolen. It is noteworthy that the water was partially delivered to the places where grew up a settlement "Albaly" of thousands of homes on illegally allocated areas, not having legal documents for the water pipes, and other communications.
Under such a situation, in front of the residents of Buzovna, suffering from dehydration, at nights, like thief, began laying the pipeline at a depth of 1 meter 15 cm in diameter from the road Buzovna-Bilgah in the direction of dachas near the beach of Zagulba. This mini-pipeline was connected to the large pipeline through which the water is supplied to the president's residence and other public and private recreational areas. The workers began to work at daytime work after they passed the buildings and came to the suburban area.
Local children say that the pipeline I built to the "villa", older people called the initials of a customer "K.H.", and the foreman and workers, with whom I spoke, claim that the work is carried out by "Azersu" , and water from the plastic pipe with a diameter of 15 centimeters (?!) will be supplied to the hundreds houses of the villa area.
In this regard, the Director of Turan agency asked Gorhmaz Huseynov, the Chairman of the JSC "Azersu" to give answer the following questions as soon as possible:
1. If the works have been authorized, and does "Azersu" is conducting the works? If yes, then:
2. Who coordinated this project?
3. What is the purpose of the project, the budget and its timing?
4. What financial and material resources have been allocated for the project, and by whom?
5. Who is the customer of the project?
