The Movement for Democracy and Prosperity (MDP) of Azerbaijan has once again made proposals on the coronavirus

The MDP, which first announced its proposal - "Program of Urgent Measures against Coronavirus: 10 Important Steps" on February 27 , and second proposal - "Anti-Crisis Package" on April 5 , again called on the government to make proposals. Gubad Ibadoglu, the Chairman of the Movement, said that they had reconsidered the previous proposals, based on the best practices of countries that have achieved results in the fight against the virus, and proposed the following tasks to the government.

1. The Operational Headquarters under the Cabinet of Ministers should be reorganized, a new Headquarters should be established in a new format by being represented with well-known members of the public, and people should be informed with the situation regarding the virus in an honest and open manner every day.

2. The whole country, the opposition, the central government, the local government, the private sector, the public sector should be mobilized to fight the virus in the first place, voluntary medical and social assistance groups should be created, and everyone should try to support everyone and every family in need.

3. In order to protect the medical staff, they should be provided with maximum protective equipment, the salaries of health workers should be increased by 10 times for a certain period of time, the families of deceased health workers should be provided with 10,000 AZN, and the names of those deceased should be immortalized.

4. The installation of 10 modular hospitals should be completed as soon as possible, exhibition halls, Olympic complexes, and other unused facilities of this type should be equipped with medical beds and equipment.

5. Voluntary health brigades should be organized from people who have worked in the field of health and students of the medical university, and their preparation should be started through trainings.

6. The number of tests should be at least doubled compared to the current one, and the import of artificial respirators and other necessary medical supplies and equipment should be continued.

7. An interactive updated map of the geography of the virus should be developed, hotspots should be identified, and local isolation zones should be established.

8. The state budget, the budget of the oil fund, the budget of social protection, the budget of unemployment insurance should be reconsidered, additions should be made to all types of social benefits and pensions for a certain period of time, the need level for targeted social assistance should be brought to the subsistence level.

9. All persons registered with the employment agencies should be paid an unconditional one-time payment of 190 AZN, all taxpayers whose activities are impossible for some reason in quarantine areas should be assisted, and payment of a part of the labor of hired employees for a certain period of time should be continued in June-July.

10. The management and efficiency of funds allocated to health should be improved. To do this, first of all, it is necessary to provide access to information on public funds allocated for medical purposes during the pandemic, to increase the transparency and accountability of the health budget.

11. The operation of the metro in Baku should be stopped, the rules of the use of public transport should be brought into line with the requirements of the quarantine regime.

12. Civil society institutions should be involved in awareness-raising activities among the population, social distance and the use of masks should be promoted, and public places should be provided with disinfectants.
