Residents of the village of Buzovna ask the president to free the beach from illegal occupiers
Baku/04.05.22/Turan: A group of residents of the Absheron seaside village of Buzovna voluntarily cleaned the village beach of household garbage. They collected garbage, but a truck could not enter the beach to take out the waste because the roads to the sea were closed by unauthorized developers who had seized the coastal strip.
In this regard, the residents sent a video message to President Ilham Aliyev. They demand that the state comply with its own laws, having achieved the liberation of the coast from illegal buildings. Residents also demand to stop the discharge of household and municipal waste water from the residential sector and coastal restaurants.
"Two years ago, with tears in your eyes, you announced to the people about the liberation of the city of Shusha. We hope that you, Mr. President, will also liberate the shore in Buzovna from the invaders," the residents concluded their appeal to President Aliyev with these words.
A video recording of the appeal of the residents of the village of Buzovna is posted on the social page of the lawyer Aslan Ismailov and on Youtube
The norm and rules of urban planning prohibit construction work on the coastal strip 20-50 meters wide from the water's edge. And the "subsoil law" prohibits the dumping of waste into the Caspian Sea and other water bodies.
We add that in 2018, employees of the State Committee for Property Issues monitored the use of the territories of the 20-50-meter protected zone of the Caspian Sea coast. The monitoring covered 190 users of land plots in Sabunchu, Khazar, Surakhani, Khatai and Garadagh districts of the capital, as well as in the city of Sumgayit.
As a result of the raid, in 50 cases, persons who violated the law were administratively fined. In the Khazar region, illegal construction being carried out by various persons in a protected zone owned by the state was revealed. Some protected areas of state land are fenced and misappropriated. During the monitoring, illegal construction in such areas was stopped. An appeal was also sent to the executive authorities of the above districts with a request to assist in obtaining documents from some land users who refused to provide them to the State Committee employees during the monitoring. These persons were fined, and an appeal was sent to the Ministry of Internal Affairs of Azerbaijan regarding the facts of the seizure of state-owned land plots. For the demolition of illegal buildings in the buffer zone from Sumgayit to Novkhana, 30 notices were sent, as well as 23 appeals to the court. Two appeals to the court were satisfied, and expert examinations were appointed for 12.
However, as it turns out, these measures did not lead to the enforcement of laws prohibiting private individuals from seizing public beaches.
In response to a call from Turan, the executive authorities of the Khazar region said that they had helped the residents - a truck drove up to the sea and took out the garbage collected by the residents.
But the appeal of citizens to the president contains a demand for the implementation of the law prohibiting the dumping of waste into the sea and the seizure of the coastline. In the executive power of the Khazar region, they promised to investigate and report the results of the investigation.—0—
