“Chetin Sual”: The Ministry of Labor and TƏBİB need to coordinate their actions in determining disability
Baku/01.06.21/Turan: On May 31, a group of disabled people and heads of NGOs held a rally in front of the Association for the Management of Medical Territorial Subdivisions (TƏBIB). They protested against the termination of pensions for disabled people, difficulties in obtaining disability categories and in treatment, inadequate provision of medicines and employment of war veterans.
The head of the Union of Disabled of Karabakh, Asef Aliyev, and the chairman of the public association of parents “Əl-Ələ” Ahmed Rahmanov answered the questions raised by the “Chetin Sual” program.
On March 10, a rally of disabled children with disabilities was held in front of the Ministry of Labor and Social Protection of the Population, who protested against the application of the current instructions for determining the category of disability, Rahmanov said.
The ministry must coordinate its criteria with TƏBIB, which are different for these departments, which creates problems for disabled people in need of money.
"Now the Ministry is developing new standards. However, it is not clear whether these standards will be adopted in TƏBIB," he noted.
Aliyev noted new difficulties caused by the transition of the procedure for determining disability to electronic format. Because of the blind copying of European norms, most of the Karabakh veterans were not given disability. Veterans who have received concussions do not receive disability.
"It is impossible to measure the same criteria for those who were injured in the war, and for other disabled people," he said, referring to the severe mental illness of war veterans. Aliyev insists on amending the laws regulating these issues. However, there are many facts when citizens received disabilities undeservedly.
The host of the program noted that the Ministry of Labor and Social Protection of the Population is conducting an inspection and has identified more than 17 thousand cases of incorrect awarding of disability. –0—
