Why shouldn't officials be corrupt?

Baku/16.09.21/Turan: During his meeting with the newly appointed executive heads of the Jalilabad and Shamkir regions, President Ilham Aliyev stressed that officials should know and remember that the punishment for violating the law is inevitable.

"For some time past, many high-ranking officials, heads of local and central executive bodies, as well as former ministers and heads of executive authorities have been brought to criminal responsibility. Everyone should know that no one can avoid responsibility. If the officials keep up their dirty deeds, they are sure to face the same fate," Aliyev said.

The President emphasized that the officials should act within the law to justify the high trust placed in them.

"You must work so that the citizens are satisfied with you. However, at present, many investigation materials reaffirm that heads of the executive authorities of some regions illegally received money, bribes, even from representatives of the most socially sensitive strata," Aliyev said.

"Also, they misappropriate humanitarian aid from the Heydar Aliyev Foundation meant for families in need of support and social security," the head of state stressed.

Why are officials corrupt and unwilling to work honestly? What are the reasons?

These questions were answered by the executive secretary of the REAL party, Natig Jafarli, in the "Difficult Question" program.

According to him, if the heads of the executive authorities are arrested one after another, and incriminating materials about their corrupt acts, illegal business activities, lifestyle, etc.are published on pages of the media, this is to say that the root of this problem lies not on the human factor at all but something quite different. The point is about a serious system problem – the institute of heads of executive power has run out failing to meet requirements, the expert is sure. "In fact, it was a calque from the Soviet management system – the head of the executive power is the same first secretary of the district committee of the CPSU," he holds.

According to Natig Jafarli, it is necessary, first of all, to ask the following question: are the authorities and duties of the heads of the executive power appropriately distributed, what is the measure of their responsibility and why completely different people, after their appointment as heads of the executive power, one and all begin to behave like appanage princes? Since this is a common problem typical for all heads of the executive power, there there is an inevitable reason that encourages them to do this.

"The head of the executive power understands that he is appointed by the President bears no responsibility to anyone but the President. Therefore, he first of all tries to please not the citizens, not the public, but the President. And he is not in need of support by the population.  Another thing is if his post would be elective, i.e. he would be directly elected by citizens, then the picture would be completely different. The head of the executive power would do his best for the well-being of citizens. Besides, the fate of the head of the executive power is frequently dependent upon intrigues: his enemies will inform on him to the President and his career may come to an end," the economist maintains.

According to Jafarli, when appointing the head of the executive power, he is actually put at the mercy of, figuratively saying,  grand and appanage princes. After all, as a salary after all deductions, he gets just 1080 on his hands. This money is not enough even for representational expenses.Therefore, the head of the executive power cannot live on his salary only. No heads of executive power of this sort can be found in nature, the expert is sure.

"All the heads of the executive power are sure to face difficulties,either in the expenditure of budget funds, or the transparency of the allocated funds...", - said Jafarli adding that the institute of the heads of the executive power should be abolished.-0—
