Baku/03.11.23/Turan: The X Summit of the Organization of Turkic States (OTS) convened in Astana under the leadership of Kassym-Jomart Tokayev, President of Kazakhstan. Against the backdrop of this momentous gathering, President Tokayev extended a warm welcome to the heads of state from Turkic nations, gathered in the ancestral homeland of the Turkic peoples. This summit bore witness to a significant evolution as the Cooperation Council of Turkic-speaking States, originally initiated by Kazakhstan, had now matured into a full-fledged international organization.
A document entitled "Prospects of the Turkic world – 2040" was approved at the summit, signifying a collective commitment to the enduring unity of fraternal countries. Tokayev underscored the importance of strengthening this unity, grounded in shared values and fortified by the legacy of their ancestors. The Turkic world, as Tokayev emphasized, now engages with global powers on equal footing, with other nations taking heed of the organization's key principles.
To navigate the future, he unveiled a comprehensive vision, encapsulated in the acronym "TURKTIME," symbolizing eight core priorities: Traditions, Unification, Reforms, Knowledge, Trust, Investments, Mediation, and Energy. Each of these priorities was scrutinized in President Tokayev's address.
Promoting the popularization of Turkic unity was identified as a paramount task, given the deep-rooted commonalities in history, culture, language, and mentality among Turkic peoples. Tokayev emphasized the importance of harmonizing the flags and emblems of the OTS and its affiliated structures to create a cohesive visual identity. Furthermore, he proposed a concerted effort to explore uncharted historical archives and convey the untold stories of their shared history to future generations. Collaborative initiatives such as the promotion of TV series and animated films, particularly targeting youth through social media, were deemed crucial for fostering cultural closeness.
Synchronizing the development of Turkic states and establishing uniform standards and terminology were highlighted as essential steps to promote trade and cooperation among member states. President urged the expeditious approval of a model bill to pave the way for free goods exchange within a common market. He also advocated for the establishment of a Reference Center for the Organization of Turkic States, facilitating mutual recognition of product testing results and advancing research in the chemical and food industries.
Reforms took center stage as the third priority. Tokayev proposed streamlining the activities of the organization and enhancing international integration. Appointing permanent representatives to the OTS, increasing secretariat staff, and fostering cooperation in the electoral sphere were among the suggested reforms. Additionally, President Tokayev supported the idea of granting observer status to the Economic Cooperation Organization and advocated for collaboration with the Islamic Organization for Food Security.
Education and science emerged as a crucial avenue for strengthening cooperation among Turkic nations. Tokayev called for the establishment of branches of renowned global universities, joint scientific events, language departments, and the development of fields like artificial intelligence, digital technology, and aerospace industries.
Against the backdrop of an increasingly unstable international environment, Tokayev underscored the importance of unity among Turkic peoples as a reliable guarantee of collective security. Addressing challenges such as arms and drug trafficking, terrorism, extremism, and migration required stronger cooperation in the realm of security. In this context, he proposed convening the third meeting of the General Secretaries of the Security Councils in Astana, reinforcing the joint fight against crime and the exchange of information among financial investigation bodies.
Investments were identified as the sixth priority, and Tokayev urged leaders to expand interregional trade and prioritize investments in their economies. The Turkic Investment Fund played a pivotal role in these efforts, while "green" financing and the development of the petrochemical industry took center stage.
Mediation, the seventh priority, emerged as an urgent task. President Tokayev cited examples of unresolved conflicts in the international arena and stressed the importance of security. Kazakhstan pledged humanitarian aid to the Palestinian people and called for the peaceful resolution of conflicts through dialogue and diplomacy, emphasizing respect for the territorial integrity of all states and non-interference in their internal affairs.
Energy, the eighth priority, was another key focus, with Kazakh President highlighting the importance of new energy sources, modernization of transportation routes, and the development of the petrochemical industry and "green" energy. Kazakhstan proposed the establishment of a Council of Turkic "green" finance and the designation of Astana as a Financial Center of the Turkic world.
In conclusion, President Tokayev rallied the heads of Turkic states to unity, highlighting its crucial role in countering challenges and threats, promoting mutual support, and jointly pursuing effective measures for the prosperity and unity of Turkic countries.
The summit featured addresses from President Shavkat Mirziyoyev of Uzbekistan, President Ilham Aliyev of Azerbaijan, President Sadyr Zhaparov of the Kyrgyz Republic, President Recep Tayyip Erdogan of Turkey, Chairman Gurbanguly Berdimuhamedov of Turkmenistan's Halk Maslahaty, Prime Minister Viktor Orban of Hungary, and Secretary General Kubanychbek Omuraliyev of the Organization of Turkic States.
At the conclusion of the summit, the heads of state set forth a series of objectives for the organization and signed significant documents. President Shavkat Mirziyoyev of Uzbekistan was honored with the "Highest Order of the Turkic World" in recognition of his outstanding contributions to strengthening Turkic unity.
