Jamil Hasanli : Report of the OSCE enough to recognize the illegitimacy of the presidential election (VIDEO)
The Chairman of the National Council of Democratic Forces (NCDF) Jamil Hasanli, in an interview with Turan, commented on the final report of the ODIHR to monitor the presidential election on October 9, the arrest of the head of the Electoral Monitoring and Democracy Training Center Anar Mammadov and the future activities of NCDF.
Hasanli said that this conclusion is sufficient to announce the elections illegitimate.
"However, the report does not reflect all the details of the election fraud, which was deeper and more multi-faceted and complex than that recorded by the ODIHR observers.
Falsification was total and systemic. For European institutions or local observers, it is difficult to imagine the whole picture. However, even the recorded violations and fraud is enough to recognize the election illegitimate," said Hasanli.
In particular, the report describes problems of electoral environment, unequal conditions, reducing the election campaigning period to 21 days, restrictions on television appearances, the use of public resources by candidates, total falsification on the voting day, massive ballot box stuffing, and vote counting with apparent violations.
In addition, there is a fixed difference in the number of voters, according to the State Statistics Committee and the CEC, which is 1 million 600 thousand people, or 35 % of the voters.
The report states that deficiencies need political will. However, according to Hasanli , authorities do not have a will.
"I believe that such political will is absent and will be absent under the current government. For the existence of this power is only possible on the basis of fraud," said Hasanli.
Referring to the arrest of Anar Mammadli, Hasanli called his prosecution "politically motivated."
If we are talking about tax evasion, in Azerbaijan the first place we should check are large groups evading taxes - holdings owned by bureaucratic and oligarchic groups.
"The organization led by Anar Mammadli was not registered by the state.
On the other hand, one of the counts is election fraud. When this mechanism is not disclosed, how could a non-governmental organization conducting monitoring falsify them?
Anar Mammadli was arrested for his organizations issue of an objective conclusion about the rigged elections. This was a political order and a part of the fraud.
This punitive action is against NGOs and democratic circles in the country wishing to conduct free, democratic and transparent elections and Anar Mammadli was arrested for objective judgment of election fraud," said Hasanli .
On the question about the future prospects of NCDF activity Hasanli said:
"In the National Council in the post-election period there are some difficulties and we are trying to fix them. I believe that the transition to active duty by the National Council must presume creation of the Coordinating Council, the formation of the governing bodies, and the completion of the commissions.
A further challenge is to coordinate the activities of the political and non-political forces represented in the National Council, and we will try to solve all these issues."-02C06-
