A new approach to the disability categorization will reduce disabled number-expert
Baku/18.08.21/Turan: Amendments made to the Law of Azerbaijan "On the Rights of Persons with Disabilities" reflect a new conceptual approach to set the disability.
According to the innovations, disability assessment will be carried out not by three groups but by the degree of loss of body functions, Sabir Gojayev, head of the department for social protection policy of disabled persons under the Ministry of Labor, said at today's briefing.
So, instead of the category "Disability group I", another category - "Disability for violation of body functions by 81-100 percent" is introduced.
Instead of "disability group II", the category "Disability for violation of body functions by 61-80 percent" is introduced.
The category "Group III of disability" is replaced by "Disability for violation of body functions by 31-60 percent".
As viewed by some experts, the new order will deprive some of the disabled of this status when re-evaluating their condition, or lower their category.
For example, persons who have a defect in any organ but have not lost their functions, will not be considered disabled.
At present, there are about 640.000 disabled people in the country. According to observers, under the new system, their number can decrease by 15-20 percent. The amendments will come into force on the first of July 2022.—03D06-
