Fuad Aleskerov Accuses Foreign Donors, Offering NGOs to Work with the Government
The Presidential Administration official to work with law enforcement bodies Fuad Aleskerov made a statement in the newspaper Azerbaijan in connection with the situation in the NGO sector.
According to Aleskerov, changes in the law on NGO activities are aimed to ensure transparency in this area.
In this regard, he highlighted the changes made in December 2013, calling them "filling gaps and voids in the law."
Regarding the need for registration of grants with the Ministry of Justice, he said that without registration of the sort, NGOs will not be able to conduct banking operations.
Thus, it is known who gives grants to whom and for what purpose, Aleskerov said, complaining that many NGOs are opaque.
In particular, he mentions the Center for National and International Studies, which for several years has received 9 grants totaling 358,000 manat. However, the Ministry of Justice registered only two projects.
He further accused the arrested human rights activist Leyla Yunus of financial irregularities and lack of transparency in the Institute of Peace and Democracy she headed.
Aleskerov also accused the local offices of international organizations of violation of the legislation of the country. "In some cases, foreign donors finance certain structures purposefully directing their illegal anti-government activities that breach stability," he said.
Thus, Aleskerov actually accused the international structures of crimes against Azerbaijan.
As an example, he called the National Democratic Institute funding the youth movement NIDA.
He also accused the European Foundation for Democracy of the activity to the detriment of Azerbaijan. This was manifested in a grant of 300 thousand dollars for the work of Meydan TV, calling for rallies.
Legislative changes will lead to a reduction of grants issued by foreign donors. Some NGOs are not able to operate and are very concerned about this. However Fuad Aleskerov urges not to despair and offers NGOs to take grants from the government of Azerbaijan. -05D04-
