Launch of the Plan of Action of the state education program
On January 19 President Ilham Aliyev approved the Action Plan for the implementation of the "National Strategy for the Development of Education of the Republic, according to president.az. The Cabinet of Ministers was commissioned to solve issues arising from the order.
State Strategy for the development of education was adopted on October 24, 2013. At the same time the "Action Plan" was prepared, and submitted to the Government for approval. In the following plan thrashed out.
An action plan provides for the following tasks:
- Preparation and implementation of higher education standards, providing training of competitive specialists and supporting the transformation of higher education institutions in the education centers, research-innovation;
- Creation of a new system to ensure steady growth of professional level of training;
- development of public policy to enhance the prestige of the teaching profession;
- creation a system to identify, develop and support talented students;
- reconstruction based on international best practices process of public sector management, education and regulation of higher education;
- creation at schools transparent and result-oriented management model, the creation of a new system of quality assurance, preparation of new tools for the assessment covering all levels of higher education and other tasks.
In particular, the document provides for the establishment of preschool educational institutions, as well as the draft State program to encourage these institutions. They include 10-year tax holiday.
In accordance with the Plan should be set up transparent governance model, and educational institutions must obtain the academic, financial and organizational autonomy.
We plan to create a state-public governance structure (PPP) with the participation of teachers' associations, parents, board of management.
In 2015-2016 academic year in Azerbaijan will be introduced 12-year-old system of secondary education. Subject curriculums will be developed, and in the years 2015-2021 will be hold training on the standard curriculum.
It should be noted also the creation of a new state television channel "Education", as well as educational web-resources, including information portal for teachers, students and parents, conducting online-training, the development of electronic textbooks, video and electronic resources, intellectual games.
Finally, the government has to pay attention to inclusive education, which for many years in the country promoted and supported foreign funds, such as the Open Society Institute. In accordance with the Plan, in 2015-2023 will created inclusive training methodology for people with disabilities for their integration into society. —0—

Last night, three earthquakes occurred along the Armenia-Azerbaijan border with magnitudes of 4.8, 3.0, and 3.8, according to the Republican Center for Seismological Service of the National Academy of Sciences of Azerbaijan. The Ministry of Emergency Situations reported no information about any destruction or casualties as a result of the earthquakes.
