The main problem of the army is its leadership
"Human Rights in the Army: successes, challenges and prospects" was the topic of discussion organized on Tuesday by the Association of Reserve Officers (ARO.) According to the head of this NGO, Yashar Jafarli, in recent years, along with some success in the army-building, there have accumulated a lot of problems.
Despite the increase of funding in the military sphere, there are problems in the field of social security, and providing with housing. In addition, they are not paid three-fold salary for serving in a special conditions. All these factors contribute to the growth of the soldiers deaths.
According to a reserve officer, Shahmurad Mammadov, the use enlisted to work with the rank soldiers do not justified itself.
They do not know how to treat the soldiers and therefore, the use of violence against ordinary soldiers becomes the norm. On the other hand, the response hatred of soldiers extends to officers
and sergeants. Mammadov proposed a joint discussions with the Ministry of Defense on the causes of non-combat losses and elimination of these causes.
To improve the morale of the personnel in military units there must be professional officers dealing directly with the soldiers. In military units there should be psychologists and religious leaders. One should not put pressure on the faithful soldiers for their religious beliefs.
Reserve officer, Dashdamir Aliyev, pointed out the injustice in the matters of social security in the army, assigning officer ranks, and career growth.
In addition, the use of law officers retirement after 10 years of service by officers is artificially prevented, and they have to pursue this through the courts.
Service of officers in the front line officers is long, and there is no rotation. It is necessary to change food of soldiers for strengthening their health. Defense Minister Safar Abiyev prevents the appointment of high military pensions despite the court orders.
The solution to all these problems is impossible without the dismissal of Defense Minister and the Chief of Staff.
The meeting participants also proposed to develop a state program to increase the focus on physical training of draftees. —06D-
