On July 17 the President of Azerbaijan signed a decree on the application of the law "On Exit, Entry and Passports", which was passed by parliament on June 12, 2012.
The Cabinet of Ministers was entrusted to submit within three months proposals for bringing into compliance with this law, presidential acts and laws and other normative documents.
The decree provides for the use of international experience, "one person + one passport", as well as simplification of rules, and the acceleration time for issuing passports.
The government should inform the president about the reform every six months. On the whole, transition to the new passports should take six months. Changes made to the law, provide for the issuance of foreign passports to persons under 18 years of age. The term of the issuance of passports will be reduced to 10 days.
In the case of leaving the country with children, the procedure of inscribing names and pasting pictures of children to the parents' passports will be canceled. Foreign passports will be issued now for children from one-year-old to 18 years. Passports for children under one-year-old will be issued for a period of 12 months, at the age of 3 years – for 36 months, till 18 years - for 5 years
For adults passports are issued for 10 years. State duties for getting and replacement of service passports have been cancelled.
In the case of the expiration of the term of document, change of name, the unsuitability of the passport, the identification of erroneous information in the passport or in an electronic medium, the passport must be replaced within one day and the state tax will not be charged. The validity of passports issued before June 1, 2013, will remain in force until the expiration of their validity, or till the change of the name and patronymic of the citizen, as well as if the passport is lost, or is brought to disrepair, or to identifying incorrect information in the passport or in electronic media.
New passports will also be biometric, but they retain their color: common civil - dark green, the service passport - dark blue, and diplomatic passport - dark red.-0-
