Baku/11.08.18/Turan: The Agency for Sustainable and Operational Social Security is being created in Azerbaijan. President IlhamAliyev signed a decree, which provides for additional measures to improve governance in the areas of employment, labor, social protection and provision.According to the document, under the Ministry of Labor and Social Protection of Population (MLSPP), a legal entity of public law "Agency for Sustainable and Operational Social Security" is created (DayanıqlıvəOperativSosialTəminat - DOST). For the functioning of the Agency and its local units, 2 million manat will be allocated from the President's Reserve Fund.The infrastructure of the new social organization will include regional DOST centers that will provide citizens with employment, social protection and support services, as well as in other areas in line with the MLSPP activities. The same department was entrusted, on the basis of the proposals of the first vice-president, within two months to develop a charter and a draft agency structure to prepare proposals on the size of the Statutory Fund and the numerical staff of the Agency's employees.
The Cabinet of Ministers was instructed within a month to find administrative buildings for the Agency and DOST centers, to organize their activities, to take measures to provide material and technical support for new structures.
Apparently, the DOST centers will act on the analogue of ASAN, bringing together on one site all the structures providing social assistance to people, patronage of disabled people of various categories. It is about finding unemployed people, their retraining, employment, targeted social assistance to low-income families, involving them in the program "Self-employment", as well as applying a new mechanism for determining disability.
In one of his recent TV interviews, the Minister of Labor and Social Protection SahilBabayev revealed some details of the upcoming innovations. According to him, a single portal for vacancies will be created, an electronic system for registering persons seeking work. In addition, the definition of disability will be implemented in electronic format. Two departments - ministries of health, labor and social protection - will participate in this process. Provision is made for the introduction of a new criterion - determining the degree of disability.
In the world practice, the model of appropriation of the disability group of an employee with a simultaneous examination of his work capacity is widely used. This allows the person to work in accordance with his health and training. A different situation has occurred in Azerbaijan: a person of the first group of disabilitydoes not work: or cannot find a job, or prefers social benefits. In addition, new individual rehabilitation programs will be used.
Shortly, the social sphere of Azerbaijan is on the verge of new cardinal changes. It's hard to say what will be the result. There is one "but". The Agency for Sustainable and Operational Social Security and its DOST status centers area legal person of public law. They will operate on a commercial basis (following the example of the State Examination Center, the Copyright Agency), on the principle of self-financing, and will provide paid services. How will be paid unemployed job search services? The poor also, apparently, will have to payfor registration of a business plan for their involvement in the program "Self-employment". An important question is where will go employees of the employment services, medical and social commissions on disability? -0-

President of the European Parliament Roberta Metsola has invited Azerbaijani economist and political prisoner Professor Gubad Ibadoglu to Strasbourg to attend the 2024 Sakharov Prize award ceremony.
