Case of Oligarchs or Failure of Management System?
Calls of big businessmen for questioning in a mode «on line» continues. Daily reports come of interrogations and detentions of those or other big businessmen and bankers. At the same time, there is no official information from the law enforcement agencies.
The only information was voiced by the head of state himself, who at a meeting of the State Commission to investigate the causes of fire in the 16-storey building said that some officials and businessmen have committed major thefts and will answer for it. "When the time comes, the public will be given information," he said grudgingly.
Meanwhile, the interrogated people themselves acknowledge that the Office for Combating Organized Crime at the Interior Ministry demands the return of their credits taken from the International Bank of Azerbaijan (IBA). Moreover, it even regards loans that need to be paid in 2016 and 2017. On what basis and how to do it nobody cares. In fact, everyone who has worked with International Bank found themselves in the role of hostages.
The most interesting thing is that the former leadership of the IBA stands aside, or is rather not brought to justice. To understand the logic of power in such a situation is difficult, not to mention the legitimacy of what is happening.
The process of "knocking out" debts has not yet had a significant impact on the economic situation. However, in the long term, this means the loss of thousands, and perhaps tens of thousands of jobs as a result of the closure of plants and facilities of the very oligarchs, the outflow of capital from the country, the deterioration of the investment climate and the loss of business confidence.
In fact, the whole world has witnessed that for years the country's largest bank was uncontrollably embezzled hundreds of millions and the government did not see it. Rather this looting was participated by government officials themselves and by oligarchs close to the authorities. That is, it was organized crime groups consisting of representatives of the authorities!
Against the background of such a scandal the head of state said that he could not find out who built the illegal villas. It is difficult to believe in the sincerity of those words. Just the recognition of the first person that his environment was employed in this lawlessness calls into question the legitimacy of the whole state system, not on the basis of existing laws, but on the basis of oral orders. In short, it is not a question of thieving officials, but the systemic crisis of the state.
The fire in a 16-storey building is yet another confirmation of the systemic crisis, which has exposed as a failure work of executive power and government departments, when everyone and nobody is guilty at the same time, when you can buy any reference and falsify any document. As a result, they put into prison housing department heads or front managers of oligarchs’ companies. -02B-
