On July 23, Turan News Agency published an article "How to drive along a new road between two posts?" reporting shortcomings in the work of road construction organizations in Azerbaijan. The article was accompanied by a photograph taken from the Azerbaijani Facebook segment, which allegedly depicted a road in the Sheki region, the village of Uzumchulug, which is impossible to pass due to two pillars standing on the highway.
The second part of the article is devoted to road works carried out in the summer of 2019 by the State Agency Azerbaijan Automobile Roads in the village of Ilisu in Gakh region. Villagers told the author of the article, Kamal Ali, that water was rising from under the new asphalt roadbed because the asphalt was laid on top of the old water pipes full of holes.
In the same part of the article, the head of the asphalt plant who wished to remain anonymous explained to the correspondent about the methods of misappropriation of funds at asphalt plants and road-building enterprises. Asphalt is not made in accordance with GOST standards, and asphalt is laid on the road less than the thickness required by the standards, he explained. In the third part of the article, facts of poor-quality asphalt paving on the country's roads, previously published in other Azerbaijani media, are given.
A day after the publication of the article in Turan on the Facebook page, the State Agency Azerbaijan Automobile Roads posted an official response, which rightly indicated that there were no roads with two posts protruding from it, and the photograph used in the article was not taken in the Sheki region of Azerbaijan, but in Brazil. The state agency correctly pointed out that before publishing this photo, the journalist had to check its origin.
The author of the article, Kamal Ali, has apologized for this photo and the possible damage to the business reputation of the State Agency Azerbaijan Automobile Roads.
However, a journalistic additional investigation conducted by Turan in Ilisu showed that in this village in two places on the carriageway of the asphalt road this summer there are concrete electricity poles, which are a direct threat to the movement of vehicles. Lighting poles block the path for pedestrians on the sidewalks.
The State Agency Azerbaijan Automobile Roads paved a new asphalt road to Ilisu, as can be seen from the reports and photos on the website of this department http://www.aayda.gov.az/az/, as well as photos of Turan.
The investigation also revealed that in Ilisu, asphalt was laid on old leaky water pipes. When they are filled with water, in several places water flows out from under the new asphalt to the surface of the road, leading to the destruction of the asphalt surface.
In a text posted on Facebook, the state agency reported that before starting work, they turned to other relevant departments with a request to correct deficiencies in water and other underground utilities. Road works begin after the repair of these communications. However, in the village of Ilisu, new asphalt was laid on top of leaky water pipes.

The world has adopted standards for laying asphalt, depending on the purpose of the road. The thickness of the new asphalt pavement intended for roads with heavy traffic should be 9 cm, including two main layers. The size of the lower leveling layer is 5 cm, and the top is 4 cm.

Turan correspondent measured the thickness of the new asphalt in Ilisu, taking measurements along the edges of the asphalt road. The photographs presented show that in different parts of the road in the village of Ilisu the thickness of the new asphalt turned out to be uneven. The thickness of the upper layer varies from one to four centimeters. In some places of the road from the edge, you can see only one layer up to three centimeters thick.
In some places, new asphalt is laid on the old one, only one layer of asphalt and a half centimeter is visible from the edge. In addition, the standards for which data can be found on the Internet were not complied.

1. What is the financial estimate for the construction of the Gakh-Ilisu road with a length of 35.5 km, and what is the cost of the road (in detail)?
