Entrepreneur Accuses Ministry of Finance of Complicity in Corruption
Baku / 21.05.20 / Turan: “In Azerbaijan, corruption games continue under the guise of annual technical support for SERP software. Government agencies procure these services. And only the SINAM company wins them. The question is if there is any other IT company in the country besides it.” This statement was made by the President of Neuron Technologies LLC Ismayil Alekberov today.
The entrepreneur claims that the SERP software was developed by SINAM several years ago on the basis of a state order and transferred to the Ministry of Finance. This system has been transferred to the state balance. “Since the system is an intangible asset of the Azerbaijani state, its source codes are subject to transfer to the state. However, SİNAM illegally stores the codes of this software. The software is installed in the data center of the Ministry of Finance and is available for accounting of budgetary and other state organizations,” notes I. Alekberov.
The head of Neuron Technologies has repeatedly applied to state and law enforcement agencies. However, according to him, no measures to suppress corruption under the guise of public procurement are taken.
Ismayil Alekberov also reveals the details of a corruption conspiracy by the example of his company. “Any IT company that meets the qualification requirements can participate in SERP quotes. In case of victory in the competition, the budget organization submits an application and receives source codes from the Ministry of Finance and then transfers it to the winning company on the basis of a confidentiality agreement. But everything rests on the fact that SINAM does not allow this. He illegally stored codes. Although Neuron Technologies, which I head, has won SERP quotes several times in recent years, these quotes were canceled because the procuring entities were not able to get the software codes.”
Recall that the President of Neuron Technologies, Ismayil Alekberov, made a similar public statement in 2019. However, neither the Ministry of Finance, nor the Main Directorate for Combating Corruption under the Attorney General responded to his accusations. ------08D--

Azerbaijani internet service providers Aztelekom and Baktelekom will introduce substantial changes to their pricing structure starting August 15, the companies announced today. Under the new tariffs, the minimum internet speed will rise to 100 Mbit/s, with the cost per Mbit/s decreasing from 0.45 AZN to 0.25 AZN. As a result, monthly charges will be set at 25 AZN for 100 Mbit/s, 30 AZN for 150 Mbit/s, and 36 AZN for 250 Mbit/s.
