Ramiz Mehdiyev is Looking for Corruption in the Education Sphere

Presidential Administration head chairman, Ramiz Mehdiyev, on the eve the Commission’s session to fight against corruption, paid special attention to the education sector. Mehdiyev said that there are problems associated with both the management organization and the quality of education.

The Chairman of the Commission noted questions on the following topics: increasing the responsibility of deans, department activities, councils of defense, the poor quality of textbooks, and the low level of university websites. Mehdiyev noted the urgent need to take measures to improve the quality of education. 

Expressing an opinion on the increase of teacher’s salaries at universities, the committee chairman said that there is a need to adopt common rules on the wage premium for teachers from tuition fees.

Mehdiyev also referred to the work of student youth organizations, emphasizing the importance of creating conditions to attract young people to the authoritative guide in expanding their activities.

He expressed serious dissatisfaction with the transfer of students from other universities to get a second degree in higher education.

Speaking at the meeting, Prosecutor General, Zakir Garalov, informed attendees on the appeals received from citizens on corruption and other negative facts in the education sphere.

In 2010-2012 the Prosecutor’s Office examined 536 complaints, investigated 72 criminal cases; in some cases, urgent measures were taken and the perpetrators were detained on the scene.

The Minister of Education, Misir Mardanov, stated the purpose of the new financing mechanism, used in higher education since the 2010-2011 school year, allowing it to ensure fund allocation transparency.  The Minister said the process of recruiting new teachers is transparent and objective.

In 2012, the Ministry of Education received 7,156 complaints, of which 1734 were satisfied, and 1924 complaints were a given relevant explanation.  In connection with 1247 appeals, instructions were given to subordinate organizations, which left 2251 appeals unfounded.

The Minister noted a significant increase in transparency and objectivity of examinations in higher education, and said the number of complaints lessened.
