В ночь на 2 марта  в Республиканском наркологическом диспансере произошел страшный пожар, унесший, по официальным данным, жизни 25 человек.

Photos from the place of the tragic incident: completely burned bodies, corpses crumpled in agony. AS lawsuit has been filed on the fact of the fire, the main versions of the causes of the fire, according to the investigation version, were a short circuit or an extinguished cigarette. However, people, having long ceased to believe in official information, began to advance their own versions of what happened, there was even a version of deliberate arson on the eve of the presidential elections as a result of the clan struggle, the dismissal of a certain minister was discussed. Some argued that the place where the dispensary was located was a tasty morsel for developers. However, the clinic was an obstacle to the construction, which they decided to remove by arson.

By the way, according to the widespread information, the new narcological center will be built in the Sabunchu district. The new Narcological Center, consisting of four buildings, is designed for 300 beds, it will be equipped with modern equipment for treatment at the highest level. As they say, the thunder will not break, the priest will not cross himself.

Of course, all versions have the right to life, but one thing is obvious: nobody in our country fights against negligence.

The building of the narco-dispensary was in very bad state. The former dispensary can hardly be called a hospital. It rather resembled a barred cowshed, and the cowshed was not in prosperous Switzerland, where even all conditions were created for cattle, and in Gorbachev's USSR it was dirty, knocked down and somehow painted. No wonder it burnt to the ground in a couple of hours.

According to the expert on construction issues Rahab Gaziev, fire safety measures were not observed in the burnt building. "Several years ago I was in this narcological dispensary. I must say that it was impossible to keep people there, or treat them. There was not spare fire exit in the building. Modern alarms react to the slightest smoke and temperature changes. The sad result of the narcological dispensary suggests that there were no such alarms. It is not known whether there were conventional fire extinguishers. Personally, I doubt it. In addition, the windows were barred, even with all the desire people could not get out of the burning building," R.Gaziev.

In the popular film "A Man from the Boulevard of the Capuchins", the character of Mikhail Boyarsky says an epic phrase, which later became an aphorism: "This country will be ruined by corruption." The presence of corruption in the walls of the ill-fated dispensary could also cause a terrible fire.

According to the former political prisoner Rasul Mursalov, the reason for the fire was the refusal of the doctor of the dispensary to give painkillers to one of the patients. Mursalov, referring to the words of a relative of one of the surviving patients, said that one of the patients of the sanatorium Zaur Gasymov in the morning turned to the doctor for an anesthetic. However, the doctor demanded him 20 manats. Despite persistent requests of the patient, the doctor refused to give the medicine without money, after which the patient threatened that he would burn himself. For washing floors in the hospital mostly is used turpentine, and the patient set fire to. As a result, a fire broke out, which the patients could not extinguish by themselves, and the doctor, frightened, did not open the door. This led to the tragedy.

Mursalov also noted that the burned-out patients of the dispensary were tied to the bed, so they could not escape. Official structures explain a large number of deaths because bed patients were treated in the burnt corps. Is it so? It sounds doubtful. One of the photographs clearly shows that the hands of one of them were tied and tied to the neck. The position of the hand of another corpse also says that he was either chained or tied to an iron bed. In addition, Medjid Aslanov, whose grandson died in a fire, said that his grandson was sometimes tied to a bed during a "breaking".

Methods of binding drug addicts and alcoholics during the so-called "breaking" and white fever were often used by doctors abroad in the 18-19 centuries. Later, these methods were considered inhumane, and are not currently used in foreign clinics. A fire in the narcological dispensary showed that domestic doctors did not hesitate to use illegal methods of "treatment".

According to lawyer Samira Agaeva, such treatment is considered inhuman.

"Binding is not used as a method of treatment of drug addiction and alcoholism. To see this, it is enough to look at the methods of treatment of world clinics. The Article 3 of the European Convention on Human Rights states that no one shall be subjected to torture, inhuman or degrading treatment, and is regarded as inhuman treatment," S. Agayeva emphasized.

By the way, on the official website of the Republican Narcological Dispensary, among the methods of treatment, the tying of patients to beds is not indicated. It seems that this time the eternal question "Who is to blame?" will remain unanswered, and negligence, corruption and oversight will continue to corrode the society until they absorb it completely. -0--
