The reason for the contradictions in the behavior of Siyavush Novruzov

Баку/24.08.20/Turan: The scandal caused by the wedding of Ramiz Mehdiyev, the granddaughter of the President of the Academy of Sciences of Azerbaijan, which he celebrated on August 18 in a country house in the village of Novkhani, is growing and takes on the features of an internal political conflict of power. On August 31, the quarantine period in Azerbaijan due to the corona virus pandemic, during which mass celebrations are prohibited, is to complete. Therefore, the wedding in Novkhany caused outrage in society, there were demands to punish all the wedding participants. Responding to the request of the society, on August 23, 19 more participants in the illegal gathering were fined, previously two direct organizers of the celebration were sentenced to 15 days in prison.

On August 24, punitive measures of a political nature began. Siyavush Novruzov submitted his resignation from the post of deputy executive secretary of the ruling New Azerbaijan Party, and Ramiz Mehdiyev went on vacation. Social networks demand the dismissal of Mehdiyev from the Academy and the deprivation of Novruzov's deputy status, in addition, he is the chairman of the committee of public associations and religious organizations of the Milli Mejlis.

The public is especially indignant over the controversial speeches of Novruzov. Immediately after the news about the wedding in Novkhany got to the press, he issued a sharp statement, saying that he was at this wedding and did not regret it. Earlier, Novruzov advocated tougher penalties for violators of the quarantine regime, therefore, the society was outraged and demanded the application of penalties to him. As a result, Novruzov and his wife - Ombudsman Sabina Aliyeva were fined 400 manats (240 dollars) for participating in the wedding.

Novruzov accused Mehdiyev of lying, saying that by inviting his granddaughter to the wedding, Mehdiyev reassured Novruzov  that the President permitted the celebration on quarantine days. And even President I. Aliyev personally congratulated Mehdiyev in a telephone conversation, about which the newlywed's grandfather, Mehdiyev, told the guests of the wedding. Novruzov added that he was not close to Mehdiyev, who for many years as head of the presidential administration, hindered his career advancement.

If so, then why did Mehdiyev invite Novruzov to his granddaughter's wedding, and why did the deputy agree to participate in it, and even during the ban on mass celebrations?

There is information that, not confining himself to attacks on the “deceiver Mehdiyev,” Novruzov will accuse the Ministry of Internal Affairs and the Ministry of Justice of violating the law when fining him. He may refer to Article 12 of the Law on the Immunity of a Deputy and Article 90 of the Constitution of the Republic of Azerbaijan on the Immunity of a Deputy of the Milli Majlis.

I. The personality of a deputy of the Milli Mejlis of the Azerbaijan Republic during his term of office is inviolable. Except for cases of capture at the scene of a crime, a deputy of the Milli Mejlis of the Azerbaijan Republic during his term of office cannot be prosecuted, detained, administrative measures of punishment cannot be applied to him in court, he cannot be searched, personal search ... A deputy of the Milli Mejlis of the Republic of Azerbaijan may be detained if caught at the scene of a crime. In this case, the body that detained the deputy of the Milli Mejlis of the Azerbaijan Republic is obliged to immediately inform the Prosecutor General of the Azerbaijan Republic about it.

II. The immunity of a deputy of the Milli Majlis of the Azerbaijan Republic may be terminated only by a decision of the Milli Majlis of the Azerbaijan Republic on the basis of the proposal of the Prosecutor General of the Azerbaijan Republic.

However, MP Erkin Gadirli writes on Facebook that the laws have not been violated while fining Novruzov, since the deputy was not  forcibly taken to the police or court, as well as his detention. Novruzov was notified of the application of a penalty to him, to which the law enforcement structure has the right.

There are rumors in society about tomorrow's high-profile political event in Azerbaijan. A scandalous interview with the website Demokrat.az of MP Fazail Agamaly, in which he called the family of Ramiz Mehdiyev “Armenian”, and argued about the “parallel power” created by the former head of the presidential administration, opposing President I. Aliyev. Agamaly calls “Mehdiyev’s team” the fifth pro-Russian column, ranks among them the recently detained officials and demands an early purge in the state leadership.

The expectation of such a "cleansing at the top" can explain the unexpected attacks of Siyavush Novruzov on the patriarch of the Azerbaijani authoritarian government Ramiz Mehdiyev, about whom the ex-rector of Baku University Abel Maharramov, who spoke at the wedding, said that in comparison with Mehdiyev, all other people are nothing. — 0—
