Always pro-government French

The head of the opposition National Council - Jamil Hasanli said in an interview RadioAzadlyg that the results of the constitutional referendum in Azerbaijan  have been  predetermnined  The results published by the CEC  on September 27  will  coincide with the results of a poll conducted in Azerbaijan by the French research institute OpinionWay. "The French," said that 81% of Azerbaijani respondents will participate in the referendum on September 26, and  according to the 87% of the respondents, "the proposed changes and additions to the Constitution is necessary."  Of those surveyed 1,200 respondents 82% of respondents expressed satisfaction with the political system activities in the Republic of Azerbaijan;  93% of respondents believe that the ongoing work implemented in Azerbaijan  are right; 96% of respondents believe that President Ilham Aliyev successfully performs  his duties,  OpinionWay believes.

These results dramatically contradict, in particular,to the video poll conducted in Baku  by the Russian portal "Caucasian Knot". In the video can be seen  (http://www.kavkaz-uzel.eu/blogs/16/posts/25956), that only 5-6 of the respondents are aware of the referendum planned for September 26, and want to participate in it. "Caucasian Knot" asked 35 respondents in the streets, the bus station and the entrance to the University of Baku and Oil Industry. Many of them even refused to answer questions, and some Azerbaijanis silently turned away from the camera.

Who  is  OpinionWay? In November 2015, they were also in Azerbaijan and gave local journalists the results of a survey conducted shortly before the parliamentary elections. It reported that the question "How satisfied are you with Ilham Aliyev coping with presidential duties" 78.8% of respondents said - "Very satisfied ..." Answers to many other questions were also  the same as  on the Azerbaijani TV channel AzTV.

Directly on the day of parliamentary elections in Azerbaijan in 2015 the same French conducted exit-poll. Then they interviewed 118 voters in districts; 1,200 people were polled. As it turned out later, the survey results coincided with the preliminary results of the Central Election Commission.

In December 2014 the companyinterviwed the British, saying then that if a referendum on joining the European Union was held in the UK in December, the 42% of the inhabitants of Albion would have voted for withdrawal from the EU, while 37% would vote against it.

You live and learn from those you live with 

Leave aside the  British events - we are interested in OpinionWay activity in Azerbaijan. In 2015, they collaborated with the Center for protection of rights of Azerbaijani youth. The Google search  only gives information about the participation of the Centre in the survey of public opinion with OpinionWay.  It turns out that this Azerbaijani organization does not work, and has not been mentioned in public actions to protect the rights of young Azerbaijanis imprisoned for political reasons, but charged with drug possession.

On September 26 OpinionWay again "rejoice"  by alert report, as it plans to hold Exit poll at the referendum in Azerbaijan. At the CEC session on September 7 the permission to work on the constitutional elections received: League of protection of labor rights of citizens in cooperation with the American organization AJF & Associated Inc., an independent center of advice and assistance "in Civil Society" in cooperation with the French Institute of OpinionWay sociological studies, as well as ELS Independent Research Center.  There were not other applications from similar organizations, according to the quoted message of the CEC.

It turns out that OpinionWay changed Azerbaijani partner, and  now the French are working with Independent Advice and Assistance Center "In the name of civil society." In November 2010, the organization "monitored" the parliamentary elections in Azerbaijan, and did not found significant violations of the electoral law. However, a number of authoritative international organizations observing these elections, made a critical summary. ODIHR stated that "in general, the elections did not meet a number of key OSCE commitments for democratic elections." PACE observers said that the elections were "quietly and peacefully in accordance with international standards", but also noted a number of shortcomings in the election. Observers from the US State Department said that the elections did not meet international standards.

The French do not respect Azerbaijan – they “have not exposed” on  their website

According to Professor Jamil Hasanli, the results of the constitutional referendum are clear, moreover, that OpinionWay their  has already aready expressed their opinion, we would like to add to the professor’s words that its results never differ from the Azerbaijani Central Election Commission reports. Everything is clear and beyond doubt. But it is surprising: why did not the official website of the French Institute post the report on the study in Azerbaijan?

Entering  the http://www.opinion-way.com  we saw a page in French.  We searched , but found only the English version of the site, which fully displays its French counterpart. After a thorough search, familiarizing with the methodology and the results of all the surveys exposed to universal access,  we did not  find  the survey on Azerbaijan. Then we sent a letter to the e-mail address  of the  Research Institute of the company, an address mentioned in the website. Please provide us with the results of the study,  if such work  has been carried out. However, we have not received a  response from OpinionWay to our letter.
