The new wave of demolition for the former Sovetskaya Street (the center of the capital) has mastered the entire housing fund deposited on the outskirts of Baku, as well as in the city of Khirdalan and the settlement of Lokbatan. People move to the suburbs because they can not buy an apartment on the secondary market to rise in price. They are paid at 1.5 thousand manat per square meter in small apartments (from 15 m2 to 30 m2), and two-room flats within Baku cost 60,000 manat and more.

Why have the Bakuvians reluctantly moved to new buildings on the periphery? According to the estate agent Novruz Zeynalov, the main reason in the absence of control - from design to commissioning responsibility lies with the customer. State and government structures appear to sign the act of conveyance and immediately find a lot of punch. Is not it easier to control the process from the beginning?

Building materials (gravel, sand, expanded clay) at the points wholesales not washed by industrial methods, which ultimately reduces the strength of the building to 10%. According to the regulations, in one cubic meter should be 400 kg of expanded clay, that is, it must be three-dimensional, lightweight and durable. Used in the construction of a heavy material that creates an additional load on the structure.

The building materials market is almost no certified products, because the concept of "Russian or Ukrainian goods" is not an indicator of quality. Did someone professional foreman at a construction site, if there is, in subjection to friends superiors. Developers do not ask diploma welders, although this is important. After welding, the valve construction should be stopped, the designer, foreman, engineer and welder inspect the result, make the act, only then continue to work, but this fact is not. "In Baku, hundreds of residential buildings are built, which employs tens of thousands of employees from the provinces. Almost all of them have come to the capital to work – are there many among them, who have built a home or at least one storage room?" asks the specialist.

According to environmental experts, Baku grows unnecessarily - from Alyat to Sumgayit, which contradicts the norms. In this area, the layers are composed of marine sedimentary rocks, sand and clay, which creates geotechnical problems. Baku is surrounded by deep tectonic fractures, land on the periphery of the capital is made up of loose limestone that triggers landslides in the Sabail and Khatai districts, and this phenomenon is moving to the city center, Professor Telman Zeynalov told Turan. Given the fact that Baku is an "amphitheater," in the lower part of the capital the level of the groundwater is close to the surface and the foundations of all structures are under water, with inevitable consequences. By the way, the highest level of congestion construction projects falls exactly on the lower part of the city.

Another problem in view is the absence of air. Houses are built up against one another (by the Soviet standards, between buildings there should be a gap, 1.5 times greater than their height), high-rise buildings are erected on the sites of playgrounds and sports grounds or greenery areas. All the modern buildings are concrete and the floors in the apartments are linoleum and other synthetic materials that harm the health of residents.

In addition, the number of floors (17 - 22) of the capital buildings with reinforced concrete structures is too big, while Baku Executive Power has introduced a limit of 12 floors. But developers are not to blame - they take a bribe, and they intend to "recapture" the money spent.

According to the State Statistics Committee, about 600,000 people live in the new post-Soviet period buildings. About 80% of customers prefer this type of housing because of the cheap cost of the area (though not in repair) - from 400 to 700 manat per square meter on the periphery of the capital. Money is spent on repairs in stages, which does not create a large burden on the family budget. --17D-
