The head of state has made changes in the "Regulations on issuance of special permits (licenses) for several kinds of activities" of 2 September 2002. The changes concern the licensing of mobile communication, according to which a special license is canceled for mobile communication of the 3rd generation (3G).
Henceforth the license for mobile communication will be provided with an indication of the applicable technological standards. The parties will sign a license agreement. The Cabinet of Ministers is instructed to prepare and take additional conditions on the licensing of mobile (cellular) communication.
Azerbaijan’s mobile communication services are provided by three companies. Licenses for this type of activity are issued by the Ministry of Communications and High Technologies of Azerbaijan and the Ministry of Communication and New Technologies of the Nakhchivan Autonomous Republic for a period of 5 years. The cost of a license is 11,000 manat. ----08D
