ECHR unveils decision in the case of Ogtay Gyulalyev
Baku/05.03.20/Turan: The European Court of Human Rights (ECHR) issued a decision on March 5 on the complaint of human rights activist Ogtay Gyulalyev. According to human rights activist Khalid Agaliyev, the complaint was related to the arrest of the activist in 2012, when he defended the rights of citizens affected by the devastating flood in 2012.
Gyulalyev considered his arrest illegal. In the course of the proceedings, the Government invited the applicants to agree to a settlement. However, he rejected the offer.
The authorities agreed to acknowledge the violation of Gyulalyev’s rights under the Article 5.3 (right to freedom) of the European Convention and pledged to pay him compensation of 3,500 euros.
The Government submitted a relevant unilateral declaration to the ECHR and requested that the applicant's complaints be excluded from the pending cases.
The ECHR decision indicated that Gyulalyev was sent a unilateral declaration by the government, but no response was received from him. Therefore, the ECHR considered it appropriate to delete the application from the list of pending cases. The state pledged to pay the activist 3,500 euros.
Gyulalyev after an accident in late October 2019 fell into a coma; he still has not regained consciousness. He is being treated at the Istanbul Clinic. –21С06-

"Since Trump's team has not yet been formed, it is unclear who will be appointed Secretary of State, who is responsible for foreign policy. It is also unclear what priorities Trump's team will have for the Caucasus region," Kerimli noted. At the same time, certain assumptions can be made about Trump's policy.
