Roadmap of the Open Government
Baku / 27.02.18 / Turan: On 27 February, the Road Map within the framework of the project "Civil Society and Protection of Citizens"on the preparation of a National Action Plan to promote the Open Government in Azerbaijan in 2019-2022 was discussed.
The basic principles of the plan should be the creation of an enabling environment for civil society institutions, increasing access to information, financial transparency, improving measures and legislation in the field of combating corruption, applying the Transparency Initiative in the field of mineral resources, increasing public participation, improving the efficiency of justice and public services bodies power and was the leitmotif of the speeches of the round table participants.
Civil society activists, independent experts and representatives of international organizations took part in the discussion.
According to Kemal Jafarov, the Secretary of the Anti-Corruption Commission, the action plan involves improving electronic services, increasing financial transparency, and creating an open information market.
The head of the "Constitution" research foundation, Alimamed Nuriyev, believes that the National Action Plan creates a platform for expanding open government reforms.
In his opinion, it is necessary to achieve the expansion of the range of services ASAN-Xidmət, the effective use of public resources, the development of electronic services, the use of innovative technologies.
Samir Aliyev, an expert of the Public Association for Assistance to Economic Initiatives, presented the Roadmap, which suggests simplifying registration procedures, liberalization of grant projects, enhancing the role of free media, etc.
*In 2011 Azerbaijan announced support for the Open Government International Initiative. However, on May 4, 2016, the country's participation was frozen due to the persecution of civil society.
Since then, Azerbaijan has participated in the activities of the Open Government Initiative only as an observer.
** Open Government Partnership (OGP) is an international organization officially established on September 20, 2011 with the goal of asserting the ideals of an open state: development of administrative professionalism, open civil control.
Eight countries participated in the creation of the organization: USA, UK, Brazil, Norway, Indonesia, Mexico, Philippines, South Africa.
The condition for entry into the organization is the adoption of the Open Government Declaration. Today the organization unites more than 70 countries. -06D-

On November 28, another hearing took place in the case of public activist Ilhamiz Guliyev. During the proceedings, the court reviewed a response from the 28th Police Station of the Yasamal District in Baku. At the previous hearing, the defense had requested that the court obtain footage from the surveillance cameras at this police station, where Guliyev was taken on December 4 of last year. However, the police response stated that the video footage had not been preserved.
