Early marriage already implies sexual abuse, expert
Baku/06.08.19/Turan: In countries with established stereotypes, the problem of early marriages creates many difficulties, said the head of the Clean World NGO Mehriban Zeynalova in an interview with the Voice of America radio, commenting on the situation with early marriages in the country.
The law provides for liability for forced early marriage. Moreover, such marriages are equated to forced ones. Despite the measures taken by state bodies, the problem is still not resolved.
"The stereotypes and customs that are especially strong in rural areas hinder the solution of the problem. Society is also passive in the fight against early marriages," said Zeynalova, noting that in Soviet times the problem of early marriages was practically eliminated.
As for stereotypes, there is an opinion that girls should not learn, develop and the sooner they get married, the better. In addition, customs and traditions often prevail over laws.
Many fear that girls may become a burden for the family, or even disgrace it. Hence the problem of selective abortion to prevent the birth of girls.
Early marriages are also dangerous because they contain sexual violence. "A person has not yet reached the age of 18, is considered a minor. Therefore, marriage should be considered as the use of sexual violence," said Zeynalova.
However, the initiation of a criminal case is complicated, because often the participants in the crime are parents who consent to the girl"s early marriage.
The fight against early marriage should be comprehensive. It is about not only creating shelters for victims, but also a center for legal and psychological assistance. There should also be free service packages for victims of domestic violence. There should be interaction between specialized government agencies, and not parallelism and duplication by each other. The creation of a single commission coordinating work in this direction is desirable, said Zeynalova. -16D-
