How does the compulsory health insurance system work?
Baku/16.09.21/Turan: A compulsory health insurance system has been introduced in Azerbaijan since April this year. According to official data, the population of the country can use 2,550 types of services included in the Compulsory Health Insurance Package.
However, many complain that after six months even the most basic medical services remain unavailable.
So, people complain that sometimes it is impossible to pass some tests at the clinic where they are registered, and some tests have to be paid for.
In addition, tests for ALT and AST are not carried out in public clinics and must be taken to private ones.
The state clinics say that the introduction of compulsory health insurance "has not yet begun," citizens complain.
According to the State Agency for Compulsory Health Insurance, if citizens encounter such problems, they can contact the agency's call center at 1542 or write to the "Electronic Application" section on the agency's website. “Compulsory health insurance is a system of free provision of medical services to citizens. Health insurance covers the entire country, and citizens can use the services included in the Service Package for free by contacting medical institutions in an affordable way.
According to the agency, in the first six months of this year, 2 million 74 thousand 276 citizens were provided with 9 million 234 thousand 527 medical services. "During this period, 4 million 411 676 appeals were received in medical institutions, their departments and treatment-diagnostic centers," the ministry said.
To receive compulsory medical insurance services, a citizen must contact a polyclinic. “After submitting the application, the citizen is examined. If it is necessary to re-examine or treat him, he is referred for additional examination or for outpatient or inpatient treatment,” the department noted.
Vasif Ismail, Ph.D. in medicine, told Turan that despite six months have passed after the introduction of compulsory health insurance, citizens and doctors still do not fully trust him. “The system is not working at full capacity,” Ismail said.
According to him, the compulsory insurance system in the country will gradually improve. But this requires cardinal transformations. Cosmetic reforms will not be able to change anything, he said. –06D-
