The newspaper "Azerbaijan" quotes the opinion of the head of the foreign policy department of the presidential administration, Hikmet Hajiyev, about Armenia's non-compliance with the ceasefire. He called the rocket attack of the city of Ganja on October 11 an act of vandalism.
At a briefing for military attaches and representatives of international organizations, Hajiyev said that the shelling of Ganja was conducted from the territory of the Vardeni region of Armenia. The same missiles were used in the shelling of Mingachevir.
These actions by Armenia contradict the agreement on a humanitarian ceasefire reached in Moscow. According to Hajiyev, international organizations should put pressure on Armenia. Armenia is replenishing its weapons through civil aviation and using the black market. If Armenia continues this, then Azerbaijan will take retaliatory measures in accordance with international law.

He believes that the military operations are conducted at a professional level, with minimal losses and maximum impact on the enemy. The tactics of the Azerbaijani army are similar to those used by Turkey in Syria and Iraq. According to this tactic, territories are first cleared, only then ground forces are brought in. The main goal is to get out of the battle with low losses. As for the humanitarian ceasefire, it cannot last more than 6 hours.
The Azpolitikainfo.az website writes that the Moscow agreement contradicts the interests of Azerbaijan. According to experts, prisoners cannot be extradited until the end of hostilities. Under current conditions, this procedure does not serve the interests of Azerbaijan. This is possible only after the end of the war. The Moscow statement does not mention the liberation of the seven Azerbaijani regions occupied by the Armenians. In this case, there can be no question of a truce. The statement adopted in Moscow has no legal force and is not binding.
