Project of Migration Code Raised Many Questions

Discussion of the draft law on "Migration Code" took place on Thursday at the International Press Center. The hearings were organized and conducted by "Migration Center of Azerbaijan".

Head of the Center Alovsat Aliyev called improper consideration of the bill in Parliament without prior discussion with the public. According to him, the bill is far from perfect.

In particular, it does not answer the question of the status of refugees, citizenship, migration and immigration.

Under the bill, one who wants to live in Azerbaijan must invest 500 thousand mantas in a year, and also must know the Azerbaijani language. According to Aliyev, it is absolutely unrealistic demand.

According to him, only a portion of the bill covering labor migration can be called acceptable.

MP Chingiz Ganizadeh considers it necessary to amend the provisions of the Migration Code relating to minors. According to him, in respect of a minor, one of whose parents is a citizen of Azerbaijan, the procedure can not be applied, as it acts against migrants.

According to him, it is necessary to review the situation regarding the removal of a child from the country for rest and treatment. The bill states that the removal of a child must have permission of both parents. The deputy offered the following if a parent is not present, then the permit for removal of the child can be given by the local executive body.

An employee of the UN Office in Azerbaijan Alexander Novikov expressed regret that the bill was not brought up for discussion to the public.

It remains an open question as to the Status of Refugees, as it is not reflected in the bill. Novikov also considers it important to closing the question of readmission.

The hearing called on MPs to postpone the discussion of the bill in parliament.

As you know, this bill has already been passed by the Parliament in the first reading. From the available information it is expected to pass through second reading tomorrow. -05C04-
