Hard way for alternative power in Azerbaijan
The State Agency for Alternative and Renewable Sources of Power will be established in the country by the presidential decree adopted on February 1, 2013.
According to the decree, which was posted on the president's web site, the State Company for Alternative and Renewable Sources of Power will be converted into Azeralternativeenerji Ltd and will be subordinate to the State Agency.
Azeralternativeenerji will be in charge of exploration, development and generation of power and its transportation and distribution as well as design of equipment, installations and objects for power generation and will be also involved in the fields of production, construction, operation and infrastructure supply.
The Cabinet of Ministers has been instructed to solve the issues of funding of the State Agency, provide it the office building and required equipment and allocate funds from the state budget for the authorized capital and maintenance of the State Agency within one month.
By the presidential decree Akim Badalov has been appointed chairman of the State Agency for Alternative and Renewable Sources of Power.
The governmental program on alternative power was adopted in Azerbaijan in 2004. The Agency for Alternative and Renewable Sources of Power was established in 2009 under the Ministry of Industry and Energy. During three years the Agency drafted the laws on alternative power, studied international experience and last year built one hybrid ground in Garadag region, but it failed to put it into operation, because could not solve the problems of power transportation and distribution with Azerenerji, another state-run enterprise.
On June 1, 2012 president adopted a decree to create the State Company on Alternative and Renewable Sources of Power in Azerbaijan. Its regulations were not approved within 8 months and it was converted into the Ltd. From now on Azeralternativeenerji will most likely sell power generated on the objects of the State Agency independently.
The government has prepared the projects in field of alternative power to the amount of 625 million AZN. During the past three years the government has received grants worth 12.5 million Euro from the European Union to improve legal basis in this area as well as take measures to stimulate alternative power generation.
During the past three years the government has also invested tens of millions AZN to build mini thermal power stations on the mountain rivers. However, till now the Statistical Committee does not specify the share of alternative power in the power generation.-0-
