Prosecutor General Calls Reasons for Blackout of Power System
Baku / 05.07.18 / Turan: According to preliminary data, the accident at the power plant in Mingachevir, which led to the blackout of the country's power system, was due to a violation of the design requirements for gas cooling in the generators. According to regulatory requirements, the water temperature should be 12 degrees, but it was 28.5 degrees. This was stated by Prosecutor General of Azerbaijan Zakir Garalov at the meeting chaired by the President of Azerbaijan Ilham Aliyev on the situation in the country's energy system yesterday.
As noted by Garalov, the prosecutor's office is investigating the criminal case under articles Abuse of Power and Negligence. An investigative and operational group was created, which conducted an on-site inspection and seized the necessary documentation and proceeded to the inquiry.
In addition, according to him, there were violations of the rules of technical operation of the Azerbaijan TPP.
Thus, for the last three years, the Ministry of Emergency Situations sent to the management of Azerenergy OJSC and its Chief Engineer six written appeals on the presence of problems at the station related to oil leakage, the lack of thermal insulation of cables and other shortcomings.
In addition, the station did not have an automatic fire alarm system.
In six fuel oil boilers, water cooling systems were not installed.
According to experts, Azerenergy has not fully provided the country with a relay protection system.
July 3, first at night, and then in the evening, there were accidents at the TPP in Mingachevir. As a result, the power supply of 39 cities and regions of Azerbaijan was disrupted, and there were interruptions in water supply.
