A criminal case has been filed under Article 314.2 of the Criminal Code of Azerbaijan (negligence, which caused the death of a victim or other grave consequences).
As recalled in the joint press release by the Prosecutor General's Office and the Ministry of Emergency Situations of Azerbaijan, distributed on January 6, on December 23, 2017 members of the Ghilavar sports club, Babur Huseynov (born in 1990), Namig Bunyadov (1983) and Farida Jabrayilzadeh (1991) disappeared on Mount Tufandag located in the Shahdag National Park during the ascent.
At the same time, it is ascertained that the search for the mountaineers by the Ministry of Emergency Situations, the Ministry of Ecology and Natural Resources, using the State Border Service helicopter, only started on December 27.
It was established that on December 23, Bunyadov, Huseynov and Jabrayilzadeh arrived from the Khynalyg village in the Guba district at the Khynalyg checkpoint of the Shahdag National Park about 14:00 to climb Mount Tufandag and headed towards the summit, where they disappeared under unclear circumstances.
Along with the searches, a preliminary investigation was conducted, during which there arose reasonable suspicions that the persons responsible for fulfilling their official duties did not observe the necessary rules for the exploitation of natural objects, vocational training and experience, the climbers' capabilities and the weather conditions necessary for climbing the mountain were not clarified, the route was not chosen and security measures were not taken. In this connection, a criminal case was initiated under Article 314.2 of the Criminal Code of Azerbaijan (negligence, which caused the death of a victim or other grave consequences).
At the present time, the Investigatory Directorate for Grave Crimes of the Prosecutor General's Office is carrying out the necessary investigative and operational measures, the message states further.
