Expert: Problem of Credit Debts to Aggravate Again
Baku / 05/17/19 / Turan: Out of the 872,833 cases in the production of bailiffs in 2018, 536,732, or 60%, were associated with non-payment of credit debts.
This was stated by the representative of the Main Directorate for Execution of the Ministry of Justice Tural Mammadov at the sectional meeting of the finance and technology summit Fintex.
An economic expert Natig Jafarli in an interview with Turan confirmed that the disputes between banks and citizens have significantly increased the workload of the judiciary.
At the same time, the courts "forged" decisions against citizens.
After the presidential decree on the restructuring of problem loans in the amount of up to 10 thousand dollars, many cases against citizens were withdrawn from the courts.
However, the decree did not affect all credit debts and problems with them will remain.
The expert sees the solution to the issue in the complete elimination of the damage caused by the devaluations of 2015 and 2016.
"The decision on devaluation was made administratively. Therefore, the official structures are responsible for its consequences. Citizens, who took loans for amounts over 10 thousand dollars, and business structures should not suffer from this.
Unfortunately, this problem was not solved fundamentally and after a while the question will rise again, and the load of the courts will increase again," said Jafarli.
He believes the state should also solve the problem with the loans of citizens for more than 10 thousand dollars and business structures.
Jafarli believes that loans issued after the devaluation should be considered problematic as they are provided at high interest rates.
Not all borrowers will be able to pay high interest debt in a timely manner and gradually these loans will also become problematic.
The state should create conditions for loans to be issued at low interest rates.
To do this, it is necessary to let foreign banks into the country in order to create a competitive environment.
It is important to reduce the discount rate and ensure that the CBA issues loans at low interest rates to commercial banks, Jafarli concluded. -06D--
