The MP suggests using Turkey's experience in regulating social networks
Baku/02.02.22/Turan: The adoption of a special law on social networks is a necessity, MP Elman Nasirov told Turan. This is a public order, he said. “I raised this issue in Parliament. For, social networks are the only space that is not regulated by law. Anarchy reigns there,” the parliamentarian said. According to him, we are talking about the creation of regulatory mechanisms.
“We can use the experience of fraternal Turkey in this area. In 2020, the Turkish parliament passed a social media law. According to this law, if the number of users of Facebook, YouTube, Twitter and other social networks in Turkey exceeds 1 million users, then they must open a representative office in the country and activities in this area must be regulated to prevent illegal actions,” Nasirov said.
After the opening of the representative office, if in this social network, content was posted that was contrary to the legislation of this country, then the government takes two days to remove it.
If within the specified period, the content is not removed, then the company is fined 700 thousand dollars. In addition, in cases where Facebook, Twitter and other companies do not comply with Turkish law, advertising is prohibited on them. Along with this, they are warned about a sharp decrease in Internet speed. According to Nasirov, fines of up to $1 million have already been applied in Turkey.
“Everyone thought that for YouTube, Facebook Turkey is not a big market and government measures will not affect giant companies. However, the course of events has shown that the weak point of these companies is money. After the introduction of financial sanctions, the issue was resolved,” says Nasirov.
At the same time, Nasirov does not see the need to decriminalize Articles 147 (libel) and 148 (insult) of the Criminal Code after the adoption of the law on social networks. -21D06-
