Although the proposed plan seems unrealizable, nevertheless, we found these ideas interesting for a broader discussion, and publish the comment as a separate material.
Therefore, the plan is this, dear friends.
Stage 1. Armenia liberates six regions: Agdam, Fizuli, Jabrail, Kubatly, Zangilan and Kelbajar. Azerbaijan frees the controlled units of the Shaumyan, Getashen, Martunashen, Martakert and Martuni regions, and transfers them to NKAO. Azerbaijan also sells 85% of all its armored vehicles, missiles and UAVs to the third side, Armenia sells 50% of its armored vehicles, missiles to the 3rd side. (I took the percentage to compensate for the differences in the amount today.) With this money, Armenia should restore the infrastructure of the NKAO, and Azerbaijan should restore the infrastructure of the five transferred regions. From the part of the Lachin region, the Lachin corridor with a width of at least 35 km is formed, which is included in the NKAO. The rest of the territory of Lachin region is transferred to Azerbaijan. The implementation period is 1 year.
2. Stage. Azerbaijani refugees are returning to the 7 transferred regions and to the NKAR itself, the Armenians return to the five transferred areas of the NKAR, the Nagorno-Karabakh Transitional Autonomous Administration is being created under the control of the OSCE and the OSCE peacekeepers (similar to the Palestinian Authority). The implementation period is 5-10 years.
3. Stage. A general referendum is held on the status of an autonomous administration with two options: 1. Autonomous region of Nagorno-Karabakh as part of Azerbaijan, 2. Autonomous region of Nagorno-Karabakh as part of Armenia. Each of the options before this, each of the parties proves its arguments in the form of propaganda of investments, protection of property rights, protection of human rights, multiculturalism, etc.
So that people of both nationalities choose not only between Armenia and Azerbaijan, but also between wealth and poverty, between law and arbitrariness. The implementation period is 1 year.
4. Stage. Recognition of the results of the referendum by Armenia, Azerbaijan, OSCE and UN.
The whole plan is from seven to 12 years, if to work on it of course. In any case, if to do everything peacefully and strive for this, rather than talking nasty things to each other and writing bad words on the Internet. You need to understand that we are all human and trading is better than fighting.
