Custom builds relationships with entrepreneurs transparently and within the law, the head of the State Customs Committee
On the eve of the professional holiday of customs officers the leadership of the State Customs Committee (SCC) of Azerbaijan held a press conference on the results of activity in 2015 and tasks for the current year; and also touched upon the problems which face the participants of foreign economic relations in the relationship with that office. Chairman of the State Customs Committee Aydin Aliyev said that the customs authorities carry out a wide range of features, from fiscal to law enforcement activity, and cope with them at the appropriate level. Relationships with employers are built transparently and within the law.
Responding the question from Turan News Agency on the reforms of the institutional reforms fiscal and economic bloc of the government suggested by some experts, Aydin Aliyev said that the SCC will continue to perform its function as a separate entity of the government. "The state budget funds of SCC allocated money only for salaries. Procurement is done t by its extra-budgetary funds."
On 1st January 2016 "in connection with the processes in the economy of Azerbaijan" the SCC refused the patronage of the local market, and moved to a new customs policy - free movement of goods. "It is enough to present the customs goods declaration, invoice, and other documents for customs clearance and the process is completed within two and a half hours," said the head of the State Customs Committee.
Aydin Aliyev denies direct support to the structure of monopolies headed by him monopoly on certain types of business activities and imports of goods, and agrees to the information published in the press that created artificial obstacles import goods. "They write that sort of thing involved in customs brokers and other intermediaries. But the fact that these structures are available in all countries, and we are unable to review relations with them. Therefore, entrepreneurs can apply for the declaration of goods directly to the local customs authorities," said chairman of the State Customs Committee.
He also disagreed with discontent of entrepreneurs who complain about the obstacles at customs, pointing out that so far none of the goods remained at the customs border. In case of doubt as Aydin Aliyev offers to contact him through the site office directly. According to him, in January 880 appeals were sent to his site, of which only 20-30 complaints.
At the same time the local market and producers will ensure the protection of the various economic tools: the use of quotas and higher seasonal duties. Aydin Aliyev noted that the producers of agricultural products in Azerbaijan should not suffer from dumping prices in neighboring countries. However, he did not say anything about monopoly on agricultural products, not seasonal, and not produced in Azerbaijan, which is sold at unrealistically high prices. For example, bananas, of which the press wrote a lot, but the Customs and Anti-Monopoly Service ignored the remarks of journalists.-- 08C-
