Russian border guards" solution can accelerate the process of introducing insurance in Azerbaijan

The decision of the State Border Committee of RF could accelerate the introduction of mandatory health insurance in Azerbaijan. Otherwise, citizens will be forced to travel to neighboring countries to take pre-stamped certificate for money.

According to the Code of Civil Procedure of the Russian Federation, for foreigners visiting Russia it is very important to have health insurance. For foreigners from countries with visa regime health insurance was also mandatory in the past. Now this decision is necessary for the residents of 37 countries, including Azerbaijan, to which the visa is not available.

The law On Compulsory Medical Insurance is periodically discussed in the Parliament since the adoption of the Act of Independence of the country. Five years ago it was adopted and submitted to the Government for consideration. In addition, there is a presidential decree on the creation of an agency for compulsory health insurance. However, these documents have not found a practical wrapper.

Plus mandatory insurance is evident from the example of Georgian citizens. Mandatory health insurance should be provided to all citizens of Azerbaijan, regardless of age, income and social status equal access to basic quality health care. The system, in which the money will "go" after the patient, will also create competitive conditions in the market for medical services that will spur hospitals and medical staff to more effectively. An important advantage of the system is and the eradication of informal relationships between the patient and the doctor and translate them into the mainstream of civilian clothes, which is necessary to enhance the dignity of the doctor and his respect in society. Today, unfortunately, the attitude to doctors in the community is not up to par. Direct payment for medical services is often to blame for this.

Most of the deputies, by the way, offer to add compulsory health insurance to the package of compulsory insurance, which includes 4 types - especially real estate insurance, causing euphoria at the experts, and then - liability insurance for operation of real estate, insurance of passengers and insurance of motorists' responsibility to third parties (CTP).
