Parliament approves the report of the Ombudsman
Today the meeting of the Milli Majlis heard and approved the annual report of the Ombudswoman, Elmira Suleymanova.
Within half an hour, she told of the work done, only reading out numbers. Thus, in the Ombudswoman last year received 12, 470 complaints (210 less than the previous year.) Most public complaints were sent to law enforcement agencies and the executive power.
There were 2,287 complains about the violation of the rights of owners; 690 complaints on prosecutor supervision. 62 cases administrative measures applied, 10 employees were dismissed and transferred to other areas; 694 people complained about traffic police; 266 complained of other structures of the Interior Ministry. In general, 268 policemen were punished, of which against 231 had administrative sanctions applied, and 15 were dismissed.
In general, the majority of complains were appeals, (79.6%), the rest - applications, and only 0.1% - effective suggestions. People , mainly, are not happy with the courts. Last year, the reprimands were announced against four judges. More than a thousand (1045) people complained about social insecurity, 847 employees were dissatisfied with the actions of the employer, in particular the refusal to sign labour contracts.
MP Zahid Oruj, noted the large number of cases of expropriation, linking it with the arbitrariness of the executive organs. He noted the need for a military unit of the Ombudsman, as an appropriate structure led by Suleymanova who does not cope with the workload.
"Tens of thousands of children now are out of school, the children of poor invalids of Karabakh war study on paid departments of universities, the fate of orphans after that age, is not known, and there a lot of such problems which need to be addressed, but they have not been reflected in the report," he said .
According to legislators, executive powers are to be blamed, because they pay little attention to work with the public, and do not pay attention to their legal literacy. Many crimes are not recorded at local level.
